US Bill for Up to 500% Tariffs on Russian Oil Buyers

India is facing increased pressure from the United States on energy policy due to two major announcements by President Trump

  • Approval of a bipartisan bill allowing tariffs of up to 500% on countries importing Russian oil.
  • Withdrawal of the US from the International Solar Alliance (ISA)

About the Russia Sanctions Bill

  • The “Sanctioning Russia Act of 2025”, aims to penalize countries that continue buying Russian oil.
  • The bill grants the President discretion to impose massive tariffs (up to 500%) on imports from targeted countries like India, China, and Brazil.
  • This builds on existing 25% penalty tariffs already applied to India for Russian oil purchases.
  • Impact on India: India’s Russian oil imports have already declined sharply. However, full implementation could severely affect bilateral trade and energy security.

US Withdrawal from the International Solar Alliance (ISA)

  • The US decision to withdraw from ISA is part of the exit from over 60 UN and non-UN bodies, including climate-related organizations.
  • It is seen as a setback for multilateral efforts on renewable energy and climate change.
  • The ISA was launched by India and France in 2015 to promote solar energy globally.
  • It received a boost when the US joined in 2021.
