CoSP11 of UN Convention Against Corruption

The 11th Session of the Conference of the States Parties (CoSP11) to the UN Convention against Corruption (UNCAC) has concluded in Doha, Qatar.

CoSP to the UN Convention against Corruption (UNCAC)

  • CoSP is the world’s largest international gathering dedicated to combating corruption and economic crime.
  • Host: The United Nations Office on Drugs and Crime (UNODC) and the State of Qatar.
  • Theme: “Shaping Tomorrow’s Integrity,” 
    • Main Focus Areas: Addressing emerging challenges like corruption linked to environmental crimes, climate issues, and political finance transparency.

Key Outcomes and Highlights of CoSP1

  • Doha Declaration 2025: Focused on strengthening international cooperation, technical assistance, and leveraging artificial intelligence (AI) and digital technologies to prevent and combat corruption.
  • Launch of the COSP Private Sector Platform: Co-led by UNODC and UN Global Compact, to foster public-private dialogue, collective action, and business integrity (including AI ethics).

United Nations Convention against Corruption (UNCAC)

  • UNCAC is the only legally binding universal anti-corruption instrument, providing a comprehensive framework to prevent and combat corruption globally. 
  • It addresses both public and private sector corruption.
  • Adoption and Status:
    • Adopted by the UN General Assembly in October 2003.
    • Entered into force in 2005.
  • Secretariat: Managed by the United Nations Office on Drugs and Crime (UNODC) as Secretariat.
  • Unique Features:
    • Comprehensive approach combining preventive and punitive measures.
    • Dedicated chapter on asset recovery, seen as a major breakthrough.
    • Encourages civil society participation, public awareness, and private sector integrity.
  • Governance and Monitoring:
    • Conference of States Parties (CoSP): Main decision-making body, holds biennial sessions to review implementation and adopt resolutions.
    • Implementation Review Mechanism (IRM): Peer review process to assess compliance and provide recommendations.
  • SDG: UNCAC serves as a key tool for advancing anti-corruption reforms, supporting Sustainable Development Goal 16 (peace, justice, and strong institutions).
  • India and UNCAC: India is a signatory to the United Nations Convention against Corruption (UNCAC), having signed it in 2005 and ratified it in 2011.

  • Established: 1997 (through merger of UN drug control and crime prevention programmes).
  • Headquarters: Vienna, Austria.
