Voluntary National Review (VNR) on SDGs

NITI Aayog Vice Chairman presented India’s Third Voluntary National Review (VNR) Report on the Sustainable Development Goals (SDGs) at the Ministerial Segment of the High-Level Political Forum (HLPF) on SDGs convened by the UN Economic and Social Council (ECOSOC).

Key Highlights of India’s Progress on SDGs

  • Poverty Alleviation: Around 248 million individuals estimated to have escaped Multidimensional Poverty (MPI).
  • Voluntary National ReviewFood Security: PM Garib Kalyan Anna Yojana ensured nutritional support for millions.
  • Health and Nutrition: POSHAN Abhiyaan and Ayushman Bharat expanded access to quality nutrition and healthcare.
  • Clean Energy Transition: Programs such as the National Green Hydrogen Mission, PM-KUSUM, and PM Surya Ghar Muft Bijli Yojana are advancing clean energy goals.
  • Innovation and Startups: India is now the third-largest start-up ecosystem globally.
  • Infrastructure Development: Initiatives like PM Gati Shakti, Make in India, and the National Industrial Corridor Development Programme are driving next-gen infrastructure growth.
  • Digital Public Infrastructure (DPI): India has emerged as a global leader in DPI, built on the JAM trinity (Jan Dhan–Aadhaar–Mobile), ensuring inclusive and efficient service delivery.
  • Index-Based Monitoring: Tools like the SDG India Index, North-Eastern Region District SDG Index, and the National Multidimensional Poverty Index are strengthening data-driven governance and local implementation
  • Localisation and Last-Mile Delivery: The Aspirational Districts Programme (ADP) and Aspirational Blocks Programme (ABP) are ensuring last-mile saturation of government services, supporting inclusive development.

About Voluntary National Reviews (VNRs)

  • Part of the 2030 Agenda for Sustainable Development, aimed at tracking SDG implementation.
  • Conducted at national and sub-national levels; they are voluntary, country-led, and inclusive.
  • Presented annually at the High-Level Political Forum (HLPF) held in July at New York.
  • Open to both developed and developing countries.
  • Objectives:
    • Share experiences, successes, and challenges in SDG implementation.
    • Strengthen government policies and institutions.
    • Mobilize multi-stakeholder partnerships and support.
    • Promote transparency, accountability, and peer learning.

High-Level Political Forum (HLPF) on Sustainable Development

  • Central global platform for reviewing the progress of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs).
  • Headquarter: New York, USA
  • Human rights-based discourse is central to HLPF discussions and processes.
  • Meeting Structure:
    • Annually under the UN Economic and Social Council (ECOSOC).
    • Every four years at the Heads of State/Government level under the UN General Assembly.
