World’s First AI Minister Appointed In Albania

Diella, an AI-generated bot, has been appointed by Albanian PM Edi Rama as the country’s new Minister of Public Procurement

  • She will manage and award all public tenders, a sector long plagued by corruption with the goal of ensuring 100% transparency and fairness.

More on News

  • Historic First: Albania is the first country in the world to appoint an AI-generated “minister” in government.
  • Meaning of Name: The AI bot is called Diella, which means “Sun” in Albanian.
  • Why Public Procurement?
    • Procurement has been one of the most corruption-prone areas in Albania.
    • Corruption scandals in this sector have previously reached the highest levels of power.
  • EU Accession Factor: Albania aims to join the European Union by 2030.
    • Tackling corruption through AI is projected as a reform signal to Brussels.
  • Background of Diella: Launched earlier in January 2025 as a virtual assistant on the e-Albania platform.
    • Helped citizens/businesses obtain state documents, issued digital stamps, and reduced bureaucratic hurdles.
  • Institutional Conflict: Government has not clarified how much human oversight remains in procurement.
    • Raises questions on separation of powers and accountability.
  • Corruption Ranking: Albania ranked 80/180 in Transparency International’s Corruption Perceptions Index (2024)  highlighting why drastic measures were needed

Role of AI in Public Service and Governance

  • Enhanced Decision-Making: AI helps governments process complex data for quicker, evidence-based decisions in healthcare, urban planning, and disaster response.
    • India Example: RAHAT app used AI to optimize flood relief distribution.
    • Albania Example: Diella evaluates procurement bids objectively, streamlining decision-making.
  • Objectivity and Anti-Corruption: Automated systems reduce scope for human discretion, favoritism, and bribery in welfare and procurement.
    • India Example: Aadhaar-enabled DBT eliminated fake beneficiaries.
    • Albania Example: Diella manages public tenders to ensure contracts are corruption-free.
  • Citizen–Government Interaction: AI platforms handle massive citizen queries and reduce bureaucratic delays.
    • India Example: UMANG app & MyGov chatbot enable access to thousands of services.
  • Inclusivity and Accessibility: AI bridges language and location barriers, ensuring services reach all citizens.
    • India Example: Bhashini project enables multilingual access to digital governance.
    • Albania Example: Diella, dressed in traditional attire, provides a cultural connect while guiding citizens.

Issues with AI in Public Service

  • Democratic Legitimacy: AI cannot replace the accountability of elected leaders. Risks undermining the principle of people’s mandate.
  • Oversight & Manipulation Risks: Government has not clarified what human oversight exists.
    • Potential risk of AI manipulation or hidden biases in algorithmic decision-making.
  • Transparency & Black-Box Nature: AI systems often operate opaquely. Lack of clarity on criteria for awarding tenders could weaken public trust.
  • Social Concerns & Public Perception: Skepticism among citizens: “Even Diella will be corrupted in Albania.”
    • AI-based governance may shift blame to the machine, absolving humans of responsibility.
  • Global Challenges with AI in Governance
    • Bias in training data → Risk of unfair exclusions.
    • Privacy & data sovereignty concerns.
    • No clear legal framework on liability for AI decisions.

Way Forward

  • AI as Decision-Support, not Decision-Maker: Use AI for evaluation, but final accountability must rest with humans.
  • Ethical & Legal Safeguards: A robust framework on liability, data use, and algorithmic transparency.
  • Pilot Projects: Start with public procurement portals (e.g., GeM – Government e-Marketplace) to integrate AI-based tender evaluation.

Conclusion

Albania’s appointment of Diella as the world’s first AI minister is a bold experiment in tackling corruption through technology. While it promises efficiency and transparency, it also raises critical questions about democracy, accountability, and ethical AI governance. For AI to truly serve the public interest, it must operate under robust legal safeguards and democratic oversight
