Social Sector Schemes for UPSC

Social security programs are those in which the government attempts to offer monetary help to persons who have no or insufficient income. There are several programmes in India that function as social security programmes. “Social Security Scheme” is a crucial IAS Exam topic that falls under Mains GS-II.

  • The Indian government is primarily focused on encouraging and enabling the working poor to enrol in the National Pension System (NPS) since it is deeply concerned about the old age income security of this population.
  • The government launched the Swavalamban Scheme in 2010–11 to address the risks to the lifespan of professionals working in the unorganised sector and to encourage incompetent workers to consciously save for their retirement. The Atal Pension Yojana, which was created to give workers in the unorganised sector retirement income security, has taken the role of the Swavalamban Yojana.
  • The 66th Round of the NSSO Survey of 2011–12 shows that 88% of the 47.29 crore workers are employed in the unorganised sector.
  • There are no official pension plans established for workers in the unorganised economy.
  • However, the majority of the time, the scope of the Swavalamban Scheme is inadequate due to the lack of clarity around pension benefits for those over 60.
  • Three ambitious Social Security schemes in the protection and benefits domain have been spearheaded by the government.
  • This would be an innovative effort to provide reasonably comprehensive access to basic government disability insurance in an arrangement that is advantageously linked to the endorser’s bank account through the auto-charge office.
  • The benefits conspire, Atal Pension Yojana (APY), will take care of seniority pay security needs. The two protection plans, specifically Pradhan Mantri Suraksha Bima Yojana (PMSBY) and Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), would provide protection cover in the terrible event of death by any reason/demise or inability due to an accident.
  • In order to solve the situation of low scope of life/mishap protection and maturity pay security goods in the country, the plans’ helpful conveyance system is necessary.
  • In his Budget Speech for 2015–16, the Finance Minister mentioned the Atal Pension Yojana (APY), another program.
  • The Alternative Provident Fund (APY) would target all indigenous people working in the unorganised sector who enrol in the Pension Fund Regulatory and Development Authority (PFRDA)-managed National Pension System (NPS) and do not fall under any legally defined disability plan.
