List of Chief Ministers of India 2023: As per Article 164, the Governor appoints the Chief Minister. Article 167 stipulates that the CM is a liaison between the Governor and the state council of ministers. Although our constitution doesn’t specify educational qualifications for the Chief Minister’s nomination, it doesn’t mean the Governor can freely appoint anyone. The Chief Minister wields executive powers and is responsible for governance and administrative duties. Article 167 of the Constitution outlines the responsibilities that Chief Ministers must adhere to. Presently, India has 36 Chief Ministers representing 28 states and 8 union territories. Being a member of either the lower or upper legislative assembly of the respective state is a prerequisite for becoming Chief Minister.

Who is a Chief Minister?

A Chief Minister is the elected head of the government in a state or a union territory in India. In India’s parliamentary system, the Chief Minister is the leader of the ruling political party or coalition in the respective state’s Legislative Assembly.

The Chief Minister holds executive powers and is responsible for the governance and administration of the state or union territory. They are crucial in implementing policies and decisions related to various aspects of state affairs, such as law and order, education, healthcare, infrastructure, and economic development.

The Chief Minister is appointed by the Governor of the state or union territory, and their term in office is determined by the support they have from the legislative members of their party or coalition. They work closely with other members of the Council of Ministers to ensure the effective functioning of the government and the welfare of the people they represent.

Constitutional Powers of Chief Ministers of India

 

In our constitution, the role and responsibilities of the Chief Minister are defined as follows:

 

  1. Article 163 states that the Chief Minister advises the Governor as the head of the council of ministers.
  1. Article 164 empowers the Governor to appoint the Chief Minister.

To become eligible for the post of Chief Minister in India, the Chief Ministerial candidates must meet the following minimum qualifications:

 

  1. They must be a citizen of India.
  2. They must be at least 25 years of age.
  3. They must be a State Legislative Assembly (MLA) member. If the person is not an MLA at the time of their appointment as Chief Minister of a State, they must contest an election in their respective constituency and become an MLA within six months of their appointment.

  1. Zoramthanga of Mizoram is the oldest Current Chief Minister in India, born on 13th July 1944.
  1. Nitish Kumar has the distinction of serving the most terms (7 Terms) as the Chief Minister of Bihar among the Current Chief Ministers in India.
  1. Prema Khandu from Arunachal Pradesh is the youngest Current Chief Minister in India, born on 21st August 1979.
  1. C N Annadurai from Tamil Nadu was the first Chief Minister to leave office.
  1. Sheila Dikshit is the only female Chief Minister who led the government of any state for three consecutive terms in Independent India. Her tenure spanned from 1998 to 2013.
  1. Janaki Ramachandran of AIADMK is the only woman Chief Minister to remain in office for a mere term of 23 days.
  1. Sucheta Kriplani was India’s first female Chief Minister, who served as Chief Minister of Uttar Pradesh from 1963 to 1967.
  1. Currently, Mamta Banerjee is the only Female Chief Minister in India, heading West Bengal since 2011.
