Introduction

Decentralization refers to the transfer of power from higher levels of government to lower levels. In India, the 73rd and 74th Amendment Acts introduced Schedule 11 and 12, which empowered Panchayati Raj Institutions (PRIs) and Urban Local Bodies (ULBs), respectively.

Use of evolving technology in enhancing the functionality of local institution is a growing trend. And its prudent as well because it helps in reducing the delays and raising the productivity of the institution.

Following are the roles of technology and e-governance in enhancing the functionality of local institutions in the following ways;

  • Improved Service Delivery: Technology and e-governance have simplified processes like birth registrations, property tax payments, and certificate issuance, enhancing efficiency and reducing bureaucratic hurdles.
  • Transparent and Accountable Governance: Digital platforms for financial management, procurement, and grievance redressal minimize corruption and ensure transparency in local institutions.
  • Citizen Engagement and Participation: Online platforms and mobile apps enable citizen feedback, reporting of issues, and active participation in decision-making, exemplified by initiatives like “MyGov” and “eGram-Swaraj.”
  • Efficient Information Management: Technology enables better data collection, storage, and analysis, facilitating evidence-based decision-making and targeted interventions using tools like GIS.
  • Strengthening Financial Inclusion: Digital payment systems and mobile wallets promote financial inclusion, especially among marginalized communities.
    • DBT digitally transfers subsidies and welfare benefits, reducing intermediaries and leakage, and  expanding access to financial services.
  • Bridging the Urban-Rural Divide: Technology brings e-governance services to remote areas through initiatives like Common Service Centres (CSCs), ensuring access to government schemes, healthcare, and digital literacy programs.
  • Efficient Resource Management: Smart grids, energy management systems, and water management technologies optimize resource utilization, enhancing energy efficiency and water conservation in urban areas.
  • Financial Management and Accountability: Decentralization has improved financial management at the grassroots level, making local bodies more accountable for the funds they receive.
    • Mandatory social audits enhance transparency and accountability in governance.

However, challenges persist in realizing the full potential of decentralization:

  • Digital Divide: Unequal access to technology and internet connectivity creates a digital divide, limiting the reach and impact of e-governance initiatives, particularly in rural and marginalized areas.
  • Limited Digital Literacy: Low levels of digital literacy among citizens pose challenges in effectively utilizing e-governance platforms, hindering their participation and benefiting from digital services.
  • Cybersecurity Risks: The increased reliance on technology and digital platforms brings forth cybersecurity threats, including data breaches and identity theft, which require robust security measures to safeguard sensitive information.
  • Infrastructure Gaps: Inadequate infrastructure, such as reliable electricity and internet connectivity, hampers the implementation and effectiveness of technology-driven initiatives, especially in remote regions.
  • Privacy Concerns: The collection and use of personal data in e-governance raise privacy concerns, necessitating the implementation of stringent data protection measures and policies.
  • Capacity Building: Insufficient training and capacity building initiatives for government officials and stakeholders may limit their ability to effectively utilize technology and fully leverage its potential.
  • Connectivity and Technical Issues: Technical glitches, network disruptions, and system failures can disrupt the functioning of e-governance platforms, leading to delays and inefficiencies

Technology and e-governance have brought several benefits to local institutions in India. Challenges such as the digital divide, limited infrastructure, and resistance to change still need to be addressed. Continued investment in digital infrastructure, capacity building, and awareness programs will further enhance the functionality of local institutions and contribute to inclusive and effective governance.
