Q. Examine the causes and consequences of Glacial Lake Outburst Floods (GLOFs). How do these events pose a threat to mountainous regions, and what measures can be taken to mitigate the impact of GLOFs? (250 words, 15 Marks)

Answer:

Approach:

  • Introduction: Define Glacial Lake Outburst Floods (GLOFs). Highlight their increased relevance due to climate change and recent events.
  • Body:
    • Discuss the causes of GLOFs.
    • Identify and mention its causes.
    • Suggest measures that can be taken to mitigate the impact of GLOFs.
    • Do provide relevant examples.
  • Conclusion: Call for a combination of technological and community-based solutions for effective mitigation.

Introduction:

Glacial Lake Outburst Floods (GLOFs) have been drawing significant global attention due to their potential for catastrophic impacts on mountainous regions. These events are particularly concerning as climate change accelerates the melting of glaciers, leading to an increase in the number and size of glacial lakes. As these lakes burst, they can unleash torrents of water, mud, and debris downstream, with devastating effects.

Body:

Causes of GLOFs:

  • Glacial Retreat and Lake Formation:
    • According to the National Disaster Management Authority (NDMA), the retreat of glaciers in the Hindu Kush Himalayas due to climate change has led to the formation of numerous new glacial lakes.
    • This increasing number of lakes amplifies the risk of GLOFs.
  • Triggering Events:
    • Events such as rapid glacier melting, heavy precipitation, earthquakes, or a sudden inflow of meltwater can lead to the overflow or breach of glacial lakes.
    • For instance, in February 2021, the Chamoli district in Uttarakhand experienced flash floods, suspected to have been caused by GLOFs.
  • Structural Weaknesses:
    • Natural dams, often made up of ice or moraine deposits, which hold back the waters of glacial lakes, can be inherently weak and susceptible to rapid breaches.

Consequences of GLOFs:

  • Human Vulnerability:
    • As the recent study highlighted, up to 15 million people globally face the risk of GLOFs.
    • In Asia alone, around one million individuals live within a mere 10 km of a glacial lake, illustrating the significant risk to human settlements.
  • Infrastructure Damage:
    • The rapid and intense nature of GLOFs means that they can easily sweep away or damage roads, bridges, and buildings.
    • Their force can be powerful enough to devastate vital infrastructure, which not only disrupts life but also has long-term economic consequences.
  • Ecosystem Disruption:
    • The sudden influx of large volumes of water, mud, and debris can alter river ecosystems, impacting aquatic life and the communities that depend on these systems.
  • Agricultural Losses:
    • GLOFs can flood agricultural lands, leading to loss of crops and negatively impacting local economies and food security.

Mitigation Measures:

  • Early Warning Systems (EWS): As the study suggests, there’s a need for improved design in Early Warning Systems. Enhanced EWS can provide timely information, allowing for faster evacuation and safeguarding of assets.
  • Use of Technology: Utilizing technologies like Synthetic-Aperture Radar imagery can help in detecting changes in water bodies, offering a proactive approach to monitoring glacial lakes.
  • Channeling Potential Floods: Controlled reduction of water levels in glacial lakes, through methods like siphoning or creating tunnels, can prevent sudden outbursts.
  • Construction Codes: Formulating and adhering to uniform construction codes specifically for GLOF-prone areas can ensure infrastructural resilience against such events.
  • Training and Community Outreach: Local communities play a crucial role in immediate response. Training local manpower and conducting evacuation drills can save lives in the event of a GLOF.
  • Comprehensive Alarm Systems: Modern communication technology, including smartphones, can be used to quickly alert populations at risk.

Conclusion:

GLOFs pose a significant threat to mountainous regions, primarily due to the cascading impacts of climate change. With millions at risk, it’s paramount to adopt a multi-pronged approach, combining technological solutions with community-based strategies. Prioritizing early warning systems, leveraging modern technology, and building community resilience are the need of the hour to safeguard against the devastating impacts of GLOFs.
