Introduction:

Compassion is understanding or empathy for the suffering of others. Tolerance is respect, acceptance and appreciation for those whose opinions, practices, race, religion, nationality etc. are different from one’s own. These two qualities are very important for a civil servant in a multicultural country like ours.

The attribute of being compassionate is of immense value:

  • Understand the needs of marginalized and vulnerable sections of society.
    • Harsh Mander, through the Centre for Equity Studies, advocates for homeless people’s rights.
  • Unbiased approach in service delivery and distribution of government facilities.
    • Rina Ray, an IAS officer, implemented the Right to Education Act, ensuring equal access to education.
  • Respecting the affirmative action towards the disadvantaged and implementing them with a positive attitude.
    • Anil Swarup actively supported policies promoting reservations for disadvantaged groups.
  • Making oneself accessible to all citizens and seeking their feedback.

The attribute of being tolerant is very important:

  • Community Engagement: Armstrong Pame, an IAS officer, raised funds and built a road in remote Manipur, demonstrating empathy’s ability to rally support and create positive change.
  • Armstrong Pame, an IAS officer collected Rs 40 lakh through social media for the construction of the road and got a 100 km stretch of road constructed in the state.
  • Reduction in corruption: It would lead to reduction in corruption and bring in a lot of credibility.

How Tolerance: affects the decision making abilities:

  • Harmonious Policy Implementation: Tolerance fosters peaceful interactions and resolves issues like mob lynching, riots, and road rage, creating an environment conducive to policy implementation.
  • Unbiased execution of various schemes: It helps the civil servants to be unbiased execute various social schemes with the coordination of the people and upholding natural rights
  • Upholding Natural Rights: Tolerant civil servants uphold principles of human rights, democracy, multiculturalism, and pluralism, ensuring fairness and inclusivity in executing social schemes.
  • Leading by Example: Civil servants promoting tolerance inspire community-led celebrations of festivals among various religions, encouraging acceptance and inclusiveness.

India is a multicultural society with high numbers of vulnerable, Disadvantaged and weaker sections. So efficient delivery of services and addressing their concerns is very important. So It is these two traits which will be of immense value for a civil servant in his day to day public service.
