North India’s First Nuclear Power Project in Haryana

Union Minister Dr. Jitendra Singh announced the establishment of North India’s first nuclear power plant in Gorakhpur, Haryana.

  • The announcement also addressed concerns regarding safety and environmental impact of nuclear power projects, including Jaitapur in Maharshtra.

About the Haryana Nuclear Project

  • The project is named Gorakhpur Haryana Anu Vidyut Pariyojana (GHAVP).
  • It is being constructed by the Nuclear Power Corporation of India Limited (NPCIL).
  • Objective: Strengthening India’s nuclear energy capacity and moving towards clean energy.
  • Reactor Comprises four units, divided into two phases:
    • GHAVP-1 and GHAVP-2 : 2 × 700 MW.
    • GHAVP-3 and  GHAVP-4 : 2 × 700 MW.
    • Total capacity: 2,800 MW.
  • Significance
    • Strengthens India’s nuclear energy capacity.
    • Contributes to clean and sustainable energy goals.
    • Enhances energy security and power supply in North India.

About Jaitapur Nuclear Power Project 

  • Capacity: 10,380 MW (six reactors of 1,730 MW each).
  • Strategic Importance:
    • Will contribute 10% of India’s 100 GW nuclear energy target by 2047.
    • Aligns with India’s net-zero emissions goal by 2070.
  • Challenges & Solutions:
    • Environmental concerns: Ongoing renewal of environmental clearance with safety assurances.
    • Delays: Initially approved in 2008, faced delays due to stakeholder agreements with France.
    • Liability and Compensation: Covered under India’s Civil Liability for Nuclear Damage (CLND) framework with an insurance pool of ₹1,500 crore.

Concerns Raised Against Nuclear Projects

  • Environmental Concerns: Critics highlight risks due to Jaitapur’s location in a seismic zone, raising fears of potential nuclear hazards.
  • Marine & Livelihood Impact: There are concerns about the plant’s impact on marine life, fisheries, and local livelihoods, though the government asserts no significant risks.
  • Nuclear Liability & Safety: Despite safeguards, worries persist over nuclear liability and compensation adequacy in case of accidents.
