2025 Review Of Peacebuilding Architecture

The UN Security Council (UNSC) and the UN General Assembly (UNGA) adopted twin resolutions on the 2025 Review of the UN Peacebuilding Architecture, aimed at strengthening the global peacebuilding system.

About the Twin Resolutions

  • Implementation Focus: The resolutions underline that the 2025 review aims to improve the effectiveness, implementation and field-level impact of UN peacebuilding activities.
  • Strengthened Architecture: The goal is to refine mandates, coordination mechanisms, and resource mobilisation across peacebuilding pillars.
  • National Ownership: Both resolutions reiterate that Member States bear primary responsibility for conflict prevention, peacebuilding and addressing root causes of violence.
  • Local Leadership: Peacebuilding must reflect national priorities and local governance capacities.
  • Historical Context: The 2025 exercise represents the fourth comprehensive review of the UN peacebuilding architecture, created in 2005 after the World Summit.
    • Past Reviews: Earlier reviews (2010, 2015, 2020) strengthened the Peacebuilding Commission (PBC), Peacebuilding Fund (PBF) and partnerships with regional bodies.

About UN Peacebuilding Architecture

  • The UN Peacebuilding Architecture refers to the institutional framework created by the UN in 2005 to assist countries emerging from conflict in achieving lasting peace, stability, and development.
  • Components of the Architecture
    • Peacebuilding Commission (PBC): An intergovernmental advisory body that supports peace efforts in post-conflict countries, coordinates international support, and promotes long-term stability.
      • PBC was jointly established by the General Assembly and the Security Council in 2005
      • Composition: Composed of 31 Member States elected from the UN General Assembly, Security Council, and Economic and Social Council.
      • India is a major troop contributor to UN peacekeeping missions and supports UN peacebuilding efforts.
      • At present, approximately 6,000 Indian military and police personnel are deployed across missions in Abyei, the Central African Republic etc.
    • Peacebuilding Fund (PBF): A UN financial instrument established to provide fast, flexible, catalytic funding for peacebuilding projects.
    • Peacebuilding Support Office (PBSO): Provides strategic advice, policy support, and coordination to the PBC and manages the Peacebuilding Fund.
