BRICS Naval Exercises

India clarified its non-participation in the recently held so-called ‘BRICS Naval Exercise’ near the South African coast, stating that the drill was not a regular or institutionalised BRICS activity.

  • India further clarified that the regular exercise that India is a part of in this context is the IBSAMAR maritime exercise that brings together the navies of India, Brazil, and South Africa.

About the BRICS Naval Exercise

  • The BRICS naval exercise is a host-led, non-institutionalised maritime drill involving selected BRICS members and invited partner countries, conducted outside the formal BRICS framework.

About IBSAMAR Maritime Exercise

  • Initiated: 2008
  • Members: India, Brazil and South Africa.
  • Objective: To enhance interoperability, improve operational coordination, and strengthen cohesion between the three participating navies.
  • Focuses on:
    • Maritime security
    • Interoperability
    • Blue Water Naval Warfare
  • Features: Harbour & sea phases, sports interactions, cross‑deck visits, Special Forces exchanges.

  • It is not an official BRICS exercise and does not have permanent institutional status.
  • Host Country: South Africa
  • Participating Navies: China, Russia, Iran, the United Arab Emirates, and South Africa
  • Observer Countries: Brazil, Egypt, Ethiopia, and Indonesia 
  • Non-Participating Members: India and Brazil 
  • Location: Simon’s Town, South Africa’s main naval base
  • Theme: “Joint Actions to Ensure the Safety of Key Shipping Lanes and Maritime Economic Activities”
  • Objective: To conduct joint maritime operations focused on ensuring the safety of key shipping lanes and protecting maritime economic activities, framed as Global South cooperation.
  • Significance:
    • India’s Non‑Participation:
      • Reflects strategic autonomy and caution in defence engagement with China‑led initiatives.
      • Emphasises separation of economic forums (BRICS) from military blocs.
    • Internal Heterogeneity: Highlights divergence within BRICS, challenging its coherence as a development‑oriented forum.
    • BRICS Plus Outreach: Extends cooperation beyond core members, signalling expansionist intent.
