Recently, the fourth conference of global intelligence and security chiefs was hosted by National Security Advisor Ajit Doval.

About the Conference

Global Intelligence

 

  • Held a day before the Raisina Dialogue (March 17–19, 2025), India’s flagship conference on geopolitics and geo-strategy.
  • Organizers:
    • Research and Analysis Wing (R&AW).
    • National Security Council Secretariat (NSCS).
  • Model: Inspired by the Munich Security Conference and Shangri-La Dialogue.
  • Participants: Over 28 attendees from around 20 countries, including:
    • Five Eyes Alliance: U.S., Canada, Australia, New Zealand, and the U.K.
    • Other countries: Russia, Japan, Thailand, and France.

Key Agenda

  • Counterterrorism: Focus on intelligence-sharing mechanisms to combat global terrorism.
  • Indo-Pacific Cooperation: Strengthening collaboration in the Indo-Pacific region.
  • Global Challenges: Addressing transnational issues like immigration, extradition, and narcotics.
  • Transnational Crimes: Tackling organized crime, terror funding, and drug trafficking.
  • Global Security: Enhancing global security frameworks and intelligence-sharing protocols.

Significance for India

  • Counterterrorism: Intelligence-sharing on transnational crimes and terrorism is a priority for India.
  • Diplomatic Reset: Participation of Canadian spy chief Daniel Rogers indicates efforts to improve India-Canada relations after the Nijjar case.
  • Indo-Pacific Focus: Emphasis on Indo-Pacific cooperation aligns with India’s strategic interests in the region.

About Raisina Dialogue

  • Origin of Name: “Raisina Dialogue” is derived from Raisina Hill, a New Delhi seat of the Government of India & the Presidential Palace, Rashtrapati Bhavan. 
  • It is India’s flagship conference on Geopolitics and Geoeconomics
  • Hosted by: the Observer Research Foundation (ORF) and the Ministry of External Affairs, GoI.
  • It is held annually, First Session Held in 2016.
  • The 10th edition of the Raisina Dialogue will be held from 17-19 March, 2025.
  • Objective: To share unique perspectives, concerns, and experiences that are essential for charting important pathways, building consensus, and strengthening communities for our common future.
  • Organized on the lines of : 
    • Shangri La Dialogue (takes place annually in Singapore)  
    • Munich Security Conference (the 60th edition of which took place recently in February 2024)
  • Conference Structure: 
    • It is a multi-stakeholder, cross-sectoral discussion, involving global policymakers like heads of states, cabinet ministers, and local government officials. 
    • It also includes major private sector executives, media members, and academia.
