Key Highlights of the GEM Report 2026

  • Scale of Exclusion: Around 273 million children and youth remain out of school globally, with additional millions in conflict zones not fully accounted for.
  • Access vs Learning Crisis: Improved enrollment has not ensured quality learning, as many students lack basic skills due to poor educational conditions.
  • Inequality in Education: Marginalised groups like girls, disabled, rural, and displaced children face persistent barriers to access and participation.
  • Conflict Impact: Ongoing conflicts, especially in regions like West Asia, are disrupting schooling and increasing dropout rates.
  • Financing Gap: Insufficient and poorly targeted funding continues to hinder progress, particularly in low-income countries.
  • Digital Divide: Unequal access to technology, internet, and digital skills risks widening educational inequalities.
  • Uneven Progress: Some countries have achieved significant reductions in out-of-school rates, showing that targeted policies can deliver results.

Way Forward: Countdown to 2030

  • Equitable Access: Governments must prioritise universal access by targeting marginalised groups such as girls, disabled, rural, and conflict-affected children.
  • Focus on Learning Outcomes: Education policies should shift from enrolment to ensuring quality learning through better teachers, infrastructure, and resources.
  • Strengthen Education Financing: Countries must increase and efficiently allocate public funding to address gaps in infrastructure, teachers, and learning materials.
  • Bridge the Digital Divide: Expand access to technology, internet connectivity, and digital skills to ensure inclusive and equitable digital education.
  • Collaborative Global Action: Governments, civil society, and organisations like UNESCO must work together to remove systemic barriers.
