Swachh Vayu Survekshan Awards 2025

Indore secured the top spot in the Swachh Vayu Survekshan 2025, while Delhi ranked 32nd. 

  • The survey evaluates cities on their efforts to reduce air pollution under the National Clean Air Programme (NCAP).

About Swachh Survekshan Awards

  • Overview: Swachh Survekshan is the world’s largest urban cleanliness survey, launched by the Ministry of Housing and Urban Affairs (MoHUA) in 2016 under the Swachh Bharat Abhiyan–Urban.
  • Implementation Framework: The survey is conducted in partnership with the Quality Council of India (QCI) and aims to assess cleanliness, hygiene, and sanitation standards in cities and towns.
  • Purpose: It recognizes and rewards the efforts of cities and states that excel in urban sanitation, promote citizen engagement, and improve solid waste management systems.

About National Clean Air Programme (NCAP)

  • Nodal Ministry : The Ministry of Environment, Forest and Climate Change (MoEFCC).
  • Launch: It was launched in January 2019. 
  • It is the first national effort to create a framework for air quality management.
  • Objective: Aims to reduce the levels of coarse particles (PM10) and fine particles (PM2.5) by at least 20% within five years, using 2017 as the base year.
    • The target has been revised to achieve reduction in PM10 levels up to 40% or achievement of national ambient air quality standards (NAAQS; 60 microgram/cubic meter) by 2025-26.

Highlights of the Awards

  • Top Performers (Million-plus population cities):
    • Indore (1st), Jabalpur (2nd), Agra & Surat (joint 3rd).
    • Other ranks: Navi Mumbai (4th), Kanpur (5th), Delhi (32nd), Bengaluru (36th), Kolkata (38th), Chennai (41st).
  • 3–10 lakh population: Amravati (1st), Jhansi & Moradabad (joint 2nd), Alwar (3rd).
  • Below 3 lakh population: Dewas (Madhya Pradesh) (1st), Parwanoo (Himachal Pradesh) (2nd), Angul (Odisha) (3rd).
  • Indore topped rankings despite recording higher PM10 levels in 2024-25 (83 μg/m³) compared to 2017-18 (82 μg/m³).
  • Achievements under NCAP
    • Improvement in PM10 levels in 103 out of 130 cities.
    • 64 cities achieved at least 20% reduction, 25 cities achieved 40% reduction (2024–25 vs 2017–18).
  • 22 cities met National Ambient Air Quality Standards (NAAQS) of PM10 < 60 μg/m³.
    • Chennai is the only metro within the safe limit (58 μg/m³).
    • Delhi (203), Kolkata (92), Mumbai (90), Hyderabad (81), Bengaluru (68) remain above limit.

About National Ambient Air Quality Standards (NAAQS)

  • Definition: NAAQS are standards set by the Central Pollution Control Board (CPCB) to regulate air pollutants and protect public health and the environment.
  • Coverage: They specify permissible limits for 12 key pollutants, including PM10, PM2.5, SO₂, NO₂, O₃, CO, lead, ammonia, and benzene.
  • Objective: Ensure air quality is maintained at safe levels across rural and urban areas, guiding pollution control measures and monitoring.
