IUCN Reclassification: Emperor Penguin and Antarctic Fur Seal

Emperor Penguin

The Emperor Penguin, the largest penguin species, is endemic to Antarctica. It thrives in extreme cold due to dense feathers and a specialized body shape. Its habitat is fast ice, which is ice that is anchored or fastened to the coastline or sea floor (Memory Tip: Think of ‘fasten your seatbelt’ – ‘fast’ means to bind or anchor), typically found near coastal areas. It is the only penguin species that breeds during the Antarctic winter. Their diet includes fish, krill, and squids, and they hunt in areas with sea ice or cracks in the ice.

As a crucial indicator species, a decline in Emperor Penguin numbers signals broader environmental issues. They are also considered sentinel species, meaning their decline signals broader environmental changes or potential future threats. Between 2009 and 2018, their population declined by approximately 10%. Scientists predict that nearly half their population could disappear by 2080. Due to this significant decline, IUCN has reclassified the Emperor Penguin’s status to Endangered.

Antarctic Fur Seal

The Antarctic Fur Seal is the smallest seal species in Antarctica. It possesses thick fur and external ear flaps, and is an excellent swimmer. Males are larger than females, and their diet consists of fish, krill, and squids.

Their population has declined by over 50% in the last 25 years, leading the IUCN to also reclassify their status to Endangered. In the 19th century, they faced near extinction due to hunting for their fur, though recovery efforts helped their numbers rebound. Currently, they are severely impacted by climate change and entanglement in fishing debris.

Utkarsh 2.0 (RBI Initiative)

The Utkarsh initiative is a strategic framework from the Reserve Bank of India (RBI). The first phase, Utkarsh (2019-2022), focused on improving the functioning, regulation, and supervision of the central bank.

Utkarsh 2.0 is the new phase, aiming to enhance RBI’s operations by addressing identified issues through seven key objectives:

  1. Customer-centricity
  2. Simplifying compliance requirements
  3. Making RBI future-ready
  4. Promoting inclusive finance
  5. Fostering competitive markets
  6. Leveraging technology
  7. Adopting a global focus (along with regulation).

Key aspects of Utkarsh 2.0 include promoting financial inclusion for underserved segments like rural areas and women, adopting AI in technology, promoting the internationalization of the Rupee, and expanding cross-border payment systems like UPI.

UPSC Online Preparation

Corporate Average Fuel Efficiency (CAFE) Norms

CAFE (Corporate Average Fuel Efficiency) Norms are regulations set by the Bureau of Energy Efficiency (BEE) under the Ministry of Power. Their purpose is to mandate fuel efficiency standards for passenger vehicles to reduce carbon dioxide emissions by encouraging manufacturers to produce more fuel-efficient vehicles.

Evolution of CAFE Norms

  • CAFE 1 Norms: 2017-2022
  • CAFE 2 Norms: 2022-2027
  • CAFE 3 Norms: These are set to begin on April 1, 2027, and extend until 2032. They will require manufacturers to develop engines with lower carbon dioxide emissions, with an increased focus on Electric Vehicles (EVs) and Hybrid Vehicles. CAFE norms assess the overall average fuel efficiency of a manufacturer’s entire fleet, not individual vehicles.

Flexible Compliance Mechanism (Draft CAFE 3 Norms)

Manufacturers are permitted a certain emission limit. If their emissions exceed this limit, they can:

  1. Participate in a carbon credit trading mechanism, purchasing credits from manufacturers with lower emissions.
  2. Buy carbon credits directly from the BEE (a more expensive option).

A key discussion point has been the distinction between small and large vehicles. The government’s stance emphasizes no separate concessions for small vehicles under the latest amendments, ensuring uniform safety and environmental standards. The focus remains on reducing carbon dioxide emissions across a manufacturer’s entire fleet, with considerable operational flexibility.

e-SAFE HER Initiative

The Electronic Safe High Empowerment of Rural Women Initiative (e-SAFE HER) aims to promote cyber security awareness among rural women. This addresses the increasing concern of cyber frauds. Over the next three years, the initiative plans to create one million (10 lakh) “Cyber Sakhis” from rural women. 

These Cyber Sakhis will receive training in cyber security, enabling them to protect themselves and educate others, especially those utilizing finance, livelihood, or other services.

  • Ministry of Electronics and Information Technology (MeitY)
  • C-DAC Hyderabad
  • Reliance Foundation (responsible for outreach via Self-Help Groups).

The initiative is community-led, with training delivered through Self-Help Groups using audio-visual formats in various languages. Currently starting as a pilot in Madhya Pradesh and Odisha, e-SAFE HER plans for nationwide expansion to contribute to a Cyber Secure India.
