131st Constitutional Amendment Bill, 2026

A significant issue currently being discussed in Parliament is the 131st Constitutional Amendment Bill, 2026. This Bill proposes to increase the number of Lok Sabha seats in India. It is currently a Bill, not yet an Act.

  • Historical Context of Seat Freeze: In 1976, a freeze was imposed on the number of Lok Sabha seats. This measure aimed to incentivize population control, and seats for different states were fixed.
  • Proposals of the 131st Amendment Bill: The Bill proposes to remove this freeze, potentially increasing the number of Lok Sabha seats to approximately 850. It seeks to redefine population based on a new Census for seat allocation, which will also affect State Assembly seats. A crucial aspect is the 33% reservation for women in Parliament, whose implementation is contingent on delimitation and a new Census. This Amendment Bill could be a step towards implementing women’s reservation. The Bill also ensures that the Scheduled Tribe (ST) seat share is not reduced, particularly in states like Arunachal Pradesh, Mizoram, and Nagaland, and other regions.

Mains Angle:

  • Discuss federalism vs population-based representation debate
  • Impact on women’s reservation and regional imbalance
  • Link with delimitation & electoral reforms

Delimitation Commission

From a UPSC exam perspective, understanding the Delimitation Commission is important, as it has been a recurring topic.

The Delimitation Commission is an independent, statutory body. It is statutory because it is constituted through an Act of Parliament, as empowered by Article 82 of the Constitution. Its purpose is to redraw constituencies.

History of Delimitation Commissions

The Delimitation Commission has been constituted four times in India:

  • 1952 (under the 1952 Act)
  • 1963/62 (under the 1962 Act)
  • 1973 (under the 1972 Act)
  • 2002 (under the 2002 Act)
A separate commission for Jammu & Kashmir and North-Eastern states is not counted as an overall, general Delimitation Commission.

Composition of the Commission

The composition of the Delimitation Commission includes:

  • A retired or serving Supreme Court Judge as the Chairperson.
  • The Chief Election Commissioner or their nominee.
  • The State Election Commissioner of the concerned state.
  • MPs and MLAs may also serve in an advisory role. The top three members are crucial to remember.

Mains Angle:

  • Role in ensuring “one person, one vote” principle
  • Issues of political neutrality and regional disparities
  • Importance in future electoral restructuring

Urban Challenge Fund

The Urban Challenge Fund addresses rapid urbanization in India, which strains existing infrastructure. To overcome financial constraints faced by Urban Local Bodies (ULBs), a mechanism is needed to channel funds for strengthening services.

The Urban Challenge Fund, proposed in the 2025-26 Budget, focuses on urban development and infrastructure, and its guidelines have recently been released.

Funding Mechanism and Features

The fund structure involves:

  • Central Assistance: Totaling ₹1 lakh crore.
  • Crowding In: The fund aims to leverage government funding to attract private investment. An additional ₹4 lakh crore is expected from sources like municipal bonds, loans, Public-Private Partnerships (PPPs), and institutional financing.
  • Performance-Based Allocation: Funds are not automatic but are released based on the performance of ULBs, requiring them to achieve milestones and complete projects.

Mains Angle:

  • Urban governance reforms & financing challenges
  • Role of PPP model and municipal bonds
  • Importance for achieving Viksit Bharat & SDGs

Age Token

The Age Token concept arises from global efforts to regulate social media use, particularly among children. Andhra Pradesh is now attempting similar regulations to restrict social media access for minors.

Andhra Pradesh’s Proposal

Andhra Pradesh proposes a complete ban on social media for children under 13 years old. For those aged 13 to 16 years, access will be restricted to regulated content.

The Age Token concept addresses verifying a user’s age on social media. When accessing social media, a user’s age will be queried and confirmed by integrating with Digilocker. Digilocker stores documents like Aadhaar, birth certificates, or passports, allowing the user’s age to be fetched securely.

Age-Based Content Access

Based on the fetched age:

  • Under 13 years: Complete social media ban.
  • 13-16 years: Access to regulated content.
  • Over 16 years: Full access to appropriate content.

Mains Angle:

  • Balancing child safety vs digital freedom
  • Data privacy concerns in digital governance
  • Role in regulating social media platforms

South China Sea Disputes

The South China Sea is characterized by overlapping sovereignty claims from multiple countries. China’s Nine-Dash Line claims virtually the entire sea. Key disputed features include the Paracel Islands, Spratly Islands, and Scarborough Shoal. Recent tensions primarily involve Scarborough Shoal and Spratly Islands.

Scarborough Shoal Dispute

The Scarborough Shoal is claimed by both the Philippines and China. Recently, China deployed fishing boats at the shoal’s entrance, leading to increased tensions and restricting access for other countries. The shoal is locally known as Quangyan Island in China and Bajo de Masinloc in the Philippines.

  • Significance: Scarborough Shoal is rich in fishing resources. It is located only 120 nautical miles from the Philippine coast, well within the Philippines’ Exclusive Economic Zone (EEZ) as per UNCLOS.
  • Timeline of Dispute: In 2012, China took control. In 2016, the Permanent Court of Arbitration (PCA) ruled that China had violated international law by restricting access but did not determine sovereignty. China rejected this verdict.
  • Related Developments: The dispute is highlighted by enhanced military cooperation and joint military exercises between the Philippines and the USA.

Mains Angle:

  • Strategic importance for global trade & geopolitics
  • Role of UNCLOS and international law
  • Implications for India’s Indo-Pacific policy

UNDP Report: Impact of West Asia Conflict

The United Nations Development Programme (UNDP) has released a report on the West Asia conflict.

Mains Angle:
