Why is Bureaucracy Unwilling to Change?

Bureaucracy is often unwilling to change for several reasons:

Fear of Losing Power: Bureaucrats may fear that changes could reduce their authority, influence, or job security.
Comfort with the Status Quo: People within bureaucracies may become comfortable with existing procedures, making them resistant to adopting new methods.
Risk Aversion: Bureaucracies tend to avoid risks. Change can be seen as risky, leading to a preference for maintaining the current system.
