Why is Bureaucracy Unwilling to Change?

Bureaucracy is often unwilling to change for several reasons:

  • Comfort with the Status Quo: People within bureaucracies may become comfortable with existing procedures, making them resistant to adopting new methods.
  • Risk Aversion: Bureaucracies tend to avoid risks. Change can be seen as risky, leading to a preference for maintaining the current system.
