  • Nuclear Arsenal Disparity: The combined nuclear arsenal of France and the UK, estimated at around 500 warheads, is significantly smaller than Russia’s arsenal of close to 6,000 warheads. This creates a considerable gap in nuclear deterrence capability.
  • Cost and Technological Barriers: Developing new nuclear capabilities within Europe would be extremely costly and technologically challenging, exacerbated by legal constraints such as the Nuclear Non-Proliferation Treaty (NPT), which complicates the creation of new nuclear forces.
  • French Nuclear Control: France has maintained full control over its nuclear arsenal and has shown no intention of sharing decision-making authority, which complicates any potential European nuclear sharing arrangements.

Geopolitical Implications

  • Medvedev’s View on Europe: Dmitry Medvedev, a close aide to Putin, has expressed a condescending view toward Europe, reflecting the current Russian posture of asserting dominance over Europe, especially in the context of the Ukraine war.
  • “Helsinki” vs. “Yalta”: Historically, Russia has alternated between offering Europe a “common European home” (Helsinki Accords) and seeking a joint Russo-American condominium over Europe, a scenario reminiscent of the Yalta Conference.
  • Russia’s Strategy: Moscow’s goal remains to separate Europe from U.S. influence, which, under Trump’s leadership, was seen as a step closer to realization.

Europe’s Response and Future of Its Defense Strategy

  • Internal Division on Security Strategy: Europe faces internal division on how best to address the Russian threat. 
    • The notion that 350 million Europeans, with a GDP of $16 trillion, cannot defend themselves against Russia’s 140 million population and $2.2 trillion GDP is seen as an anomaly.
  • Potential Military Resurgence: As European nations debate the necessity of military conscription, Readiness 2030, and the role of nuclear weapons, the real question is whether Europe will develop the collective capabilities to defend itself.
  • Economic Militarization: Some economists suggest that militarization could be the answer to Europe’s economic stagnation. By increasing defense spending and military preparedness, Europe may find a new path forward.
