Safeguarding Indian Emigrants: Policies and Protocols Needed

Context: 

This editorial is based on the news “Lives and livelihoods: On perils and the Indian emigrantwhich was published in the Hindu. The Government has conceded that Indians are working as support staff to the Russian army in the conflict zone of the Ukraine war and have been forced to fight alongside the Russian soldiers.

Indian Emigrants Recruited as Army Helpers in Russia

Few Indian emigrants had signed up for support jobs, as military helpers and loaders.

  • The Indian Embassy has pressed Russia for their “early discharge.
  • The cases of Indians travelling to dangerous zones internationally, or even undertaking arduous journeys as illegal immigrants, reflect the deep economic distress and job shortages in India.
  • India must have protocols in place to protect emigrants from conflicts 

Safeguards to Be Taken by the Government

  • Investigate the networks of unscrupulous recruiters: who charge high fees from Indians seeking jobs abroad without fully explaining the nature of work.
  • An Immigrant is someone who moves away from a country. 
  • An Immigrant is someone who moves to a different country and settles there.
  • Both words can apply to the same person: a person must first emigrate to immigrate.
    • More awareness drives against those duping Indians: may have deterred others from signing up and facing harm.
  • Review Emigration Checks: The government must review its procedures for countries in conflict.
    • update the list of 18 “Emigration Check Required” countries
    • To ensure that the contracts of Indians travelling abroad for work are vetted more thoroughly, they are advised better and also provided protection. 
  • Regional Cooperation: from Nepal, Bangladesh etc in thwarting the networks that market unsafe employment opportunities.
  • Strict guidelines to stay away from conflict zones by the Ministry of External Affairs (MEA):  Example-Recently, Israel is allowing Indian construction and elder-care workers to enter the country to replace Palestinians who have been denied entry.

Conclusion

The government must put more comprehensive protocols in place for Indian emigrants for their safety and security.
