Digital Decade: India’s Journey from Inclusion to Tech Innovation

Over the past decade, India has undergone a digital revolution. 

  • Internet penetration was limited, digital literacy was low, and online access to government services was scarce. 
  • But today, the digital revolution is evident in the lives of 1.4 billion Indians, influencing governance, education, transactions, and nation-building.

Initiatives Taken In India to Bridge the Digital Divide

  • Internet Accessibility: In 2014, India had approximately 250 million internet connections. This number has surged to over 970 million today, signifying a massive increase in digital accessibility.
  • Optical Fibre Network: An extensive network of 4.2 million kilometres of optical fibre cable has been laid across the country. 
    • This monumental achievement is equivalent to 11 times the distance between Earth and the Moon, ensuring internet access even in the most remote villages.
  • Rapid 5G Rollout: India’s 5G rollout is the fastest globally, with approximately 481,000 5G base stations installed in just two years. 
    • This high-speed internet reaches not only urban centres but also crucial military outposts like Galwan, Siachen, and Ladakh, enabling quick information sharing and decision-making for national security.

Revolutionising Governance and Economy with Digital Public Infrastructure (DPI)

India’s Digital Public Infrastructure forms the backbone of its digital transformation, facilitating seamless services and economic growth:

  • India Stack: This is the digital backbone of the nation, acting as an application programming interface mechanism that boosts the startup ecosystem.
    • It integrates essential tools like Digilocker, Aadhaar, and eKYC for identity verification and document management, making digital interactions secure and efficient.
  • Unified Payments Interface (UPI): UPI has become a global benchmark, handling over 100 billion transactions annually with real-time money transfers.
    • India accounts for around half of all real-time digital transactions worldwide, showcasing its unparalleled adoption.
  • Direct Benefit Transfer (DBT): DBT has brought a revolutionary change by directly transferring over ₹44 trillion to citizens
    • This has eliminated middlemen and saved an estimated ₹3.48 trillion in leakages, ensuring that benefits reach the intended recipients efficiently, powered by the Jan Dhan, Aadhaar, and Mobile (JAM) trinity.
  • SVAMITVA Scheme: This initiative has significantly reduced land-related uncertainties by issuing over 24 million property cards and mapping 647,000 villages, providing clear ownership records.
  • Other Key DPIs: Aadhaar, CoWIN, DigiLocker, Fastag, PM-WANI, and One Nation One Subscription are extensively used and are being adopted globally.
    • CoWIN: This platform facilitated the world’s largest vaccination drive, issuing 2.2 billion QR-verifiable certificates for Covid-19 vaccinations.
    • DigiLocker: With 540 million users, DigiLocker securely hosts over 7.75 billion documents, removing the need for physical carrying and verification of documents.

Democratising Opportunity and Empowering Entrepreneurs

India’s digital economy is a powerful engine for empowering micro, small, and medium enterprises (MSMEs) and small entrepreneurs:

  • Mudra Scheme Integration: Entrepreneurs can secure Mudra loans online, with creditworthiness assessed through an account aggregator framework. This streamlined process enables them to start ventures swiftly.
  • Open Network for Digital Commerce (ONDC): This online marketing platform breaks the monopoly of large e-commerce giants like Flipkart and Amazon, providing a seamless connection between buyers and sellers
    • ONDC has recently crossed 200 million transactions, with 100 million recorded in just the last six months. 
    • It empowers diverse sellers to reach customers nationwide without intermediaries.
  • Government E-Marketplace (GeM): GeM allows common citizens and businesses to sell goods and services directly to government departments and ministries
    • This platform has achieved over ₹1 trillion in gross merchandise value in 50 days and connects 2.2 million sellers, including over 180,000 women-led MSMEs, which have fulfilled orders worth ₹46,000 crore.

India’s Global Leadership in Innovation and AI

  • Startup Ecosystem: India now ranks among the top three startup ecosystems globally, with over 180,000 startups actively operating. This signifies a true “tech renaissance” in the country.
  • Artificial Intelligence (AI) Mission: India is rapidly expanding its capabilities in Artificial Intelligence, focusing on skill development and product innovation. 
    • The $1.2 billion India AI Mission provides access to 34,000 Graphics Processing Units (GPUs) at an unmatched global price of less than $1 per GPU hour, making India the most affordable compute destination. 
    • The New Delhi Declaration on AI promotes innovation with responsibility and a human-centric approach, emphasising ethical AI development.
    • AI centres of excellence are being established across the country to further this goal.
  • Global DPI Repository and Social Impact Fund: During its G20 Presidency in 2023, India launched the Global Digital Public Infrastructure Repository and a $25 million Social Impact Fund
    • This fund is dedicated to helping nations in the Global South (primarily Africa and South Asia) adopt inclusive digital ecosystems, promoting economic, environmental, and social balance in their development.

Way Forward

  • Digital Governance to Global Leadership: India should build on its success in digital governance by emerging as a global provider of Digital Public Infrastructure (DPI), such as UPI, DigiLocker, and CoWIN, especially for developing nations.
  • ‘India-for-the-World’ Approach: India must reorient its digital vision towards becoming a trusted innovation partner globally, offering ethical and inclusive tech solutions instead of creating dependency or debt traps.
  • Grassroots Innovation and Entrepreneurship: The government should encourage innovation at the grassroots level by supporting local startups, MSMEs, and artisans, particularly in tier-2 and tier-3 cities, to develop scalable digital solutions.
  • Aatmanirbhar Bharat in Technology: India must focus on enhancing domestic manufacturing of digital hardware, semiconductors, and cloud infrastructure to reduce dependency on global supply chains and ensure technological sovereignty.
  • Inclusive Digital Access for All: Expanding internet connectivity and digital literacy programs is essential to ensure that women, the differently-abled, and marginalised communities are fully included in the digital revolution.
  • Lead in Ethical and Human-Centric Technology: India should set global standards by promoting responsible, transparent, and human-centric development and deployment of technologies like Artificial Intelligence.
  • Mobilise Youth and Talent for Innovation: India must invest in digital skills, research, and innovation ecosystems that inspire youth, students, and entrepreneurs to develop breakthrough technologies with global impact.
