India’s Neutral Stance on Iran Conflict: Diplomacy, Energy & Strategic Interests

India has maintained a neutral stance and avoided explicit expressions of sympathy during the recent crises in Iran.

Background

  • Israel–US Strike on Iran (28 February 2026): Israel and the United States jointly struck Tehran, killing Iran’s Supreme Leader Ayatollah Khamenei, his granddaughter, and several top advisors.
  • Civilian Casualties and Humanitarian Impact: A missile strike on a girls’ primary school in Minab killed around 160 children
    • The WHO described the situation as ‘deeply concerning’, and UNESCO condemned the attack as a ‘grave violation of humanitarian law’.
  • India’s Diplomatic Response: India limited its reaction to expressing “deep concern” through the External Affairs Minister, without issuing condolences or condemnation, which created a perception of diplomatic restraint or silence.

Factors Behind India’s Silence on the Iran Strike

  • Strategic Alignment with Israel: India historically maintained balanced relations with both Israel and the Arab–Iran bloc, but recent years indicate a stronger strategic alignment with Israel.
    • Prime Minister Narendra Modi’s 2017 visit to Israel, the first by an Indian PM, marked a significant shift in India’s West Asia policy.
    • In 2026, PM Modi addressed Israel’s Knesset, declaring that “India stands with Israel, firmly,” signalling deeper political and strategic support.
    • Given India’s visible alignment with Israel, expressing sympathy for Iran became diplomatically sensitive.
  • Trade Freeze and Chabahar: India–Iran trade fell from $17B (2018) to $1.68B (2025–26).
    • U.S. sanctions on Iran discouraged countries from maintaining economic ties.
    • These sanctions also crippled the Chabahar Port project, which India built to bypass Pakistan and reach Afghanistan.
    • India eventually withdrew its $120M investment, reducing economic and diplomatic engagement.
  • Khamenei’s Bitter Legacy
    • 2019: Khamenei criticised India’s revocation of Article 370.
    • 2020: During the Delhi riots, he accused India of “massacring Muslims.”
    • These statements created diplomatic friction between Tehran and New Delhi.
  • The Gulf Dilemma: Over 1 crore Indians work in Gulf countries (UAE, Saudi Arabia, Qatar) compared to around 5,000 in Iran.
    • India also depends heavily on Gulf countries for energy supplies.
    • Many Gulf states have strategic tensions with Iran, complicating India’s position.
    • Supporting Iran could therefore risk diaspora security and energy interests.
  • The Trump Factor: India signed a major trade deal with the United States during President Trump’s tenure.
    • India also became part of the US-led microchip and technology supply chain (“Pax Silica”).
    • This partnership represents a critical economic and technological opportunity for India.
    • Any overt support for Iran could jeopardise these strategic and technological partnerships.
