Mizoram’s Story Amidst Myanmar & Manipur Crises

Context:

Mizoram recently experienced its largest rally since its establishment in 1986, with an impressive turnout of 97,350 participants showcasing the extraordinary unity of the people of Mizoram as they stood in solidarity with their fellow brethren in Manipur.

Current status of refugees in Mizoram:

  • Mizoram is currently hosting 12,618 displaced persons from Manipur and an estimated 20,000 to 30,000 refugees from Myanmar. 

Factors behind the emotional unity in Mizoram: 

  • Role of social media and apex NGO of state: The profound sense of unity in Mizoram, partly fueled by the influence of social media and nurtured by the Central Young Mizo Association (CYMA), the state’s apex NGO, has been instrumental in uniting people to extend assistance to those in need. 
  • Shared language and religion: The shared Mizo language and religion among the majority of the people create a deep sense of camaraderie that binds them together.
  • Demography: The youthful demography of Mizoram’s population significantly contributes to fostering a strong sense of unity among its residents

Challenges:

  • Financial Challenges: Mizoram is facing significant financial challenges as its economy is still in its early stages of development, with industries and entrepreneurs only starting to establish themselves. 
  • Resources to Accommodate Refugees:The internally displaced persons (IDPs) are confined to the transit camp with no feasible alternatives for shelter.
  • Delay in Disbursements: The Mizoram State Healthcare Scheme owes approximately 79 crore in health insurance dues to its beneficiaries. Patients are experiencing prolonged waiting periods of over a year to receive reimbursement for their medical expenses. 
  • Corruption: The situation is further exacerbated by the long-standing issue of corruption allegations and political favoritism that has plagued Mizoram’s politicians over the years, similar to other states.

Reasons for the Financial crisis of Mizoram:

  • Mizoram’s financial crisis stems from its heavy reliance on central government schemes and reserves, which account for over 80% of the state’s functioning. 
  • In the fiscal year 2023-24, the state’s total revenue receipts are estimated to be Rs 11.487 crore. Out of this, only Rs 1.981 crore (17%) will be generated by the state through its own resources, while a significant amount of Rs 9.505 crore (83%) will come from the Centre. 
  • This dependence on central funding and financial institutions has resulted in delays in reimbursements for essential services like healthcare, creating a burden on beneficiaries.

Conclusion:

  • While the decision to offer shelter to these refugees from Manipur and Myanmar reflects a heartwarming display of compassion, financial constraints may force the state to reevaluate its long-term feasibility.
