The Significance Of A Strong Defence Industrial Base

India’s goal of becoming a developed nation by 2047 depends not only on social and economic progress but also on strong strategic capabilities, especially a robust defence industrial base.

Definition of Defence Industrial Base (DIB)

  • A DIB is a comprehensive ecosystem involving research, manufacturing, testing, and a robust supply chain required to meet a country’s national security and military needs.

  • Restrictive Policies: For decades, restrictive policies kept domestic private players out, while India relied heavily on imports from foreign private manufacturers, creating strategic and economic vulnerabilities.

Way Forward

  • Simplification of Regulatory Procedures: Defence manufacturing procedures need to be streamlined, and there should be policy continuity to reduce regulatory complexities that hinder private-sector participation.
  • Redefining DRDO’s Role: The DRDO should focus on frontier research, while production, scaling, and commercialisation should increasingly shift to public and private industry.
  • Creation of an Export Facilitation Agency: Establish a dedicated, professionally staffed defence export facilitation agency to streamline outreach, offering a single-window interface for global partners and export approvals.
  • Reform of Financial Frameworks: India should adopt an aggressive approach to lines of credit (as China does) linked to defence exports and strengthen government-to-government agreements to facilitate weapon sales.
  • Expansion of Testing Facilities: Integrated testing facilities should be expanded to reduce delays in trials of the defence products.
