Context: The debate over implementation of the Three-Language Formula under the National Education Policy (NEP) 2020 highlights the tension between linguistic integration, educational burden, regional autonomy and the growing importance of English as a link language.

Background- Three-Language Formula

  • Kothari Commission: The Education Commission (1964–66) recommended the Three-Language Formula as a means of promoting national integration while respecting India’s linguistic diversity.
  • Hindi-Speaking States: The framework envisaged Hindi, English and another Indian language.
  • Non-Hindi-Speaking States: Students were expected to study their regional language, Hindi and English.
  • Implementation Gap: In practice, several Hindi-speaking states adopted Sanskrit or other options instead of southern languages, while resistance to Hindi emerged in parts of southern India.

  • Cross-Regional Learning: If Hindi-speaking students predominantly choose Hindi, English and Sanskrit, while non-Hindi-speaking students choose their regional language and English, the original objective of cross-regional linguistic exchange may remain unfulfilled.
  • Choice of Foreign Languages: Excessive emphasis on mandatory Indian-language requirements may reduce space for languages such as French, German or Spanish, which have educational and global economic value.
