Understanding India’s China Conundrum

Since Xi Jinping took power in 2013, China’s approach to global relations, particularly with its neighbors, has evolved significantly. 

Chinese Strategy

  • Changing Pattern: Moving away from Deng Xiaoping’s era of pragmatic reform, China under Xi Jinping has increasingly looked to restore its historical grandeur, often revisiting its past claims, including territorial ones. 
  • Implication: This shift has profound implications for its border relations, particularly with countries like India.

India-China Border Dynamics

  • Border Provocation: China’s border provocations can be traced to its desire to restore the Qing Dynasty frontiers
    • Despite the weakness of these territorial claims, skirmishes between India and China in Depsang (2013), Demchok (2016), Doklam (2017), and Galwan (2020) highlight the persistence of these tensions. 
  • Caution: While recent India-China relations have seen sentiments of cooperation, caution is still warranted
  • Stable Period: This period should not be mistaken for a return to the Hu Jintao era of relatively stable relations.
  • Border De-escalation: A de-escalation process on the India-China border was observed towards late 2024, following a series of friction points in the Himalayas.
    • Despite the patrolling agreement that emerged during the BRICS Summit in Kazan (Russia) in October 2024, it remains a tentative step with much uncertainty.
  • China’s Approach: In November 2024, the Chinese Defence Ministry highlighted that both India and China were making efforts to implement an agreement for disengagement and the resumption of patrolling
    • The Chinese government even referred to the two countries moving forward in a harmonious dance, symbolizing cautious optimism for cooperation.
  • Modi-Xi Talks: In February 2025, Prime Minister Modi expressed confidence that normalcy had returned to the India-China border following discussions with President Xi Jinping in Kazan
    • These talks indicated a potential shift towards cooperation, emphasizing global peace and prosperity.
  • Ineffectiveness of Rules based order: In an increasingly unipolar world, the notion that “Might is Right” appears to dominate international relations. This reality raises doubts about the effectiveness of a rules-based international order

Military Strength of China

  • Increased Spending: China announced a 7.2% increase in its Defence Budget, significantly outpacing India’s defence spending
  • Discrepancy: China’s defence budget is nearly three times higher than India’s, with India’s spending constituting less than 2% of its GDP
    • This difference is concerning, particularly when considering the expanding military capabilities of China.
  • People’s Liberation Army (PLA): China maintains over 100,000 soldiers in the Himalayas, equipped with tanks, howitzers, surface-to-air missiles, and heavy weaponry, particularly in Ladakh, heightening tensions along the India-China border.
  • Nuclear Arsenal: China is reportedly expanding its nuclear stockpile, adding approximately 100 new nuclear warheads in recent years, according to Stockholm International Peace Research Institute (SIPRI) and other credible agencies. 
    • While the exact number of warheads remains speculative, the nuclear buildup is a strategic concern.

China’s Technological Advancements in Warfare

  • Artificial Intelligence (AI): China leads the world in AI development, a crucial aspect of new-age warfare
    • This technological superiority grants China an advantage in military applications such as cyber-security, anti-satellite capabilities, and battlefield digital technologies.
  • Cyber and Quantum Technologies: China has made significant strides in AI-enabled cybersecurity and has gained a decisive advantage in quantum technology
  • Real time Processing: Additionally, its advancements in real-time data processing, predictive analytics, and automated decision support systems give it a strategic edge in modern warfare.

Growing Influence of China

  • Bangladesh: After a successful visit by Bangladesh’s Chief Adviser, Mohammed Yunus, to China in March, China has begun positioning Bangladesh as a “good friend.” 
    • This shift in alignment comes after the Sheikh Hasina regime’s eclipse and signals a growing Chinese presence in India’s eastern flank.
  • India’s Regional Focus: While India has cultivated strong relations with the U.S., it risks losing focus on improving ties with countries in its immediate neighborhood, including Bangladesh, as well as in West Asia and North Africa
    • This changing dynamic may create a strategic void on India’s eastern front.
  • Nuclear Energy Leadership: Energy security is a global priority, and China appears to have gained a significant lead over India, particularly in the field of nuclear energy.
  • Influence in Africa: China’s increasing influence in Africa, especially its nuclear energy ventures, positions it ahead of nations like India that are looking to expand their reliance on nuclear power.
  • Africa’s Strategic Significance: China’s successful foray into Africa provides it with access to nuclear resources, while India, although similarly aiming to bolster nuclear energy, lags behind in terms of capacity and influence in the African market
    • This imbalance presents a significant challenge as both countries vie for energy independence and global influence.

Way Forward for India

  • Countering Modernization: With the escalating competition between global powers, particularly between India and China, India’s future will be shaped by its ability to counter China’s military modernisation and territorial expansion.
  •  Prompt Action: The pace and scale of China’s military build-up and strategic reach necessitate India’s prompt action to safeguard its position.
  • Preparation for a Deal: In the context of India’s strategic calculus, there is also the possibility of a deal between the U.S. President Donald Trump and China, which could disrupt global power dynamics and affect India’s standing in the international arena.
    • India must prepare for such eventualities, even if they seem unlikely in the immediate future.

Conclusion

China’s growing influence in India’s neighborhood, its advancements in nuclear energy, and its military modernisation underscore the need for India to maintain vigilance and recalibrate its regional strategies
