Q. Critically examine the role of agricultural subsidies in India’s economic development and food security. (10 Marks, 150 Words)

Core Demand of the Question:

  • Examine the positive role of agricultural subsidies in India’s economic development and food security.
  • Examine the negative role of agricultural subsidies in India’s economic development and food security.

Answer:

Agricultural subsidies in India, constituting approximately 73% of the agriculture budget, play a crucial role in supporting farmers and ensuring food security. These subsidies, covering fertilizers, electricity, water, and minimum support prices (MSP), have been instrumental in transforming India’s agrarian economy. However, they also present challenges, particularly regarding fiscal sustainability and environmental impacts.

Positive Role of Agricultural Subsidies in India’s Economic Development and Food Security:

  • Boosting Agricultural Production: Agricultural subsidies have significantly contributed to increased agricultural production, making it a food surplus country from food deficient.
For example: Subsidized fertilizers and high-yield variety seeds used during the Green Revolution enabled India to achieve self-sufficiency in food grains, reducing dependence on food imports.
  • Ensuring Food Security: Subsidies like the MSP for key crops ensure stable incomes for farmers, encouraging continuous production. This stability has contributed to India’s food security, with the country becoming a major exporter of wheat and rice.
For example: The Public Distribution System (PDS), supported by subsidized procurement, plays a crucial role in providing affordable food to the poor.
  • Empowering Marginal Farmers Subsidies make essential agricultural inputs affordable for small and marginal farmers.
For instance: In states like Bihar, where over 80% of farmers are smallholders, subsidies for seeds and fertilizers enable them to adopt modern farming techniques, improving yields and reducing poverty in rural areas.
  • Promoting Rural Development: Agricultural subsidies support rural economies by maintaining the viability of farming as an occupation.
For instance: Power subsidies in Punjab have made it possible for farmers to access irrigation, which is vital for crop cultivation in the region, thereby sustaining rural livelihoods and contributing to regional development.
  • Encouraging Technological Adoption: Subsidies have facilitated the adoption of modern agricultural technologies leading to more efficient water usage and higher productivity.
For instance: Adoption of drip irrigation and solar pumps, particularly in states like Maharashtra

Negative Role of Agricultural Subsidies in India’s Economic Development and Food Security:

  • Fiscal Burden: Agricultural subsidies, particularly for fertilizers and power, impose a significant fiscal burden on the government contributing to the widening fiscal deficit and limiting the government’s ability to invest in other critical sectors.
For instance: The fertilizer subsidy bill alone exceeded ₹2.5 lakh crore in 2023,
  • Environmental Degradation: The overuse of subsidized fertilizers has led to soil degradation and water pollution.
For example: In Punjab, the excessive use of nitrogen-based fertilizers has resulted in severe soil acidification and groundwater depletion, undermining long-term agricultural sustainability and reducing soil fertility.
  • Distortion of Market Prices: Subsidies, particularly through MSP, often lead to market distortions by encouraging the cultivation of a narrow range of crops like wheat and rice.
For instance: This practice has resulted in monocropping, which depletes soil nutrients and increases the risk of pests and diseases, further challenging food security.
  • Inefficient Resource Utilization: The unsustainable resource use threatens the future of agriculture in these regions and has prompted the government to reconsider the long-term viability of such subsidies.
For instance: Power subsidies in states like Punjab and Haryana have led to the over-extraction of groundwater, causing a rapid decline in water tables.
  • Inequitable Distribution Agricultural subsidies often disproportionately benefit larger farmers, leaving smallholders with less support.
For example: In states like Gujarat, large farmers have gained more from electricity and water subsidies, leading to growing income disparities within the agricultural sector, exacerbating rural inequality.

Optimizing agricultural subsidies by focusing on sustainable practices and equitable distribution will be crucial for India’s future. Redirecting subsidies towards innovation, research, and efficient resource use can enhance productivity while reducing environmental harm. A balanced approach will ensure that subsidies continue to support food security and economic development, without compromising fiscal sustainability or environmental health.
