Introduction

India’s proximity to the Golden Crescent (Afghanistan–Pakistan–Iran) and the Golden Triangle (Myanmar–Laos–Thailand) has transformed its borders into active corridors of narcotics trafficking. The expansion of Myanmar’s opium cultivation by 56% (2021–2023) and emerging drone-based smuggling from Pakistan highlight the growing sophistication of transnational drug networks.

Linkages Between Drug Trafficking and Other Illicit Activities

  • Drug trafficking–gunrunning nexus : Drug cartels exchange narcotics for small arms and light weapons. Weapons flow strengthens insurgent and criminal networks in border states. Northeast India routes through Manipur–Myanmar corridor overlap with armed ethnic groups facilitating both drugs and arms movement.
  • Money laundering and terror financing : Drug profits are routed through hawala networks, shell companies, and crypto channels. Funds are integrated into legitimate economies via trade-based laundering.
    Eg: High-value methamphetamine seizures in Mizoram (1,477 kg in 2025) indicate large-scale financial networks behind trafficking chains.
  • Human trafficking convergence : Trafficking routes are often shared for drugs, arms, and humans. Vulnerable populations in border regions are exploited for courier roles or forced labour. Conflict zones amplify displacement-linked trafficking.

  • Use of advanced logistics and technology : Drone-based smuggling from Pakistan shows technological convergence of illicit economies.
    Eg: The June 2026 NCB Annual Report highlights a 100-fold surge in drone-based trafficking over five years, with 305 aerial breaches yielding 468 kg of high-purity contraband, with Punjab accounting for 298 of these incidents.

Countermeasures

  • Integrated border management : Strengthen coordination among BSF, Assam Rifles, NCB, and coastal security agencies. Expand surveillance technologies (drones, radar, AI-based monitoring) along porous borders.
  • Disrupt financial ecosystems : Target hawala networks, crypto laundering channels, and shell firms through ED and FIU-IND. Strengthen asset seizure and forfeiture mechanisms under NDPS Act.
  • International and regional cooperation : Deepen intelligence sharing with Myanmar, ASEAN, and BIMSTEC partners. Joint operations against Golden Triangle and Golden Crescent networks.
  • Community-based counter-narcotics strategy : Alternative livelihood programs in border states like Manipur, Mizoram, Punjab. Drug de-addiction and awareness campaigns targeting youth vulnerability.
  • Legal and institutional strengthening : Fast-track NDPS courts and improve conviction rates. Enhance capacity of NCB with forensic, cyber and financial intelligence tools.
