July 11, 2026

GS Paper IIIEconomy

Core Demand of the Question

  • Importance of Household Financial Health
  • Gaps in the Current Framework
  • Way Forward

Answer

Introduction

India has made remarkable strides in financial inclusion, with adult account ownership rising from 56% to 89% over the last decade (World Bank Global Findex, 2026). However, account ownership alone does not ensure household financial stability, preparedness against shocks, or long-term wealth creation. Evidence from informal workers who have begun using pension and savings instruments illustrates the need for moving from transactional access to financial health.

Importance of Household Financial Health

  • Resilience against shocks : Access to credit, insurance, and pensions allows households to withstand income shocks, disasters, or health emergencies.
Eg: Informal workers with APY accounts ensure retirement security despite precarious employment.
  • Promotion of savings and investments : Encourages wealth accumulation and intergenerational financial security.
Eg: SalarySe enables nurses in Mumbai to invest and plan for emergencies.
  • Economic empowerment : Financially healthy households contribute to demand, entrepreneurship, and productivity.
Eg: Linking PMJDY accounts to e-Shram and PM-KISAN payments amplifies rural consumption capacity.

Gaps in the Current Framework

  • Limited integration of social protection : PMJDY accounts largely function as transactional platforms, not full-service financial resilience hubs. Structural dormancy still hovers around 20%. Many informal workers lack access to combined insurance, pension, and savings mechanisms.
  • Uneven digital literacy : Households struggle to utilise online platforms and emerging AI tools for financial planning.
  • Data fragmentation : Lack of integrated household financial data limits policy design and targeted interventions.

Way Forward

  • Integrated financial platforms : Fully link PMJDY accounts with DBTs, pensions, insurance, and social protection.
Eg: Unified account access for PM-KISAN, MGNREGA wages, and APY contributions.
  • Leverage digital infrastructure : Employ account aggregators, DigiLocker, and AI to enhance financial literacy and product access.
Eg : Transitioning from text-heavy apps to a Voice-DPI architecture; deploying the state-backed Bhashini generative AI translation engine to deliver real-time, audio-driven financial planning tools in local dialects.
  • Data-driven policymaking : Consolidate surveys, administrative data, and digital records to track household financial health.
    • Eg: Use integrated Findex-like metrics for monitoring resilience.
  • Public-private partnerships
    • Collaborate with fintechs and employers to scale financial products and consumer protection.

Conclusion

India’s financial inclusion journey must transition from account ownership to holistic household financial health, emphasising savings, insurance, pensions, and digital literacy. By integrating social protection, leveraging digital infrastructure, and engaging public-private partnerships, India can ensure that households are resilient, economically empowered, and prepared for future shocks — advancing both welfare and wealth creation.
