Sakas Dynasty: Rulers, Society, and Administration

The Sakas dynasty, also known as the Scythians, played a significant role in ancient Indian history, particularly in the northwestern regions. Originating from Central Asia, the Sakas established their rule in parts of present-day Afghanistan, Pakistan, and northwestern India from around the 2nd century BC to the 4th century AD.

Arrival of the Shakas

  • Migration to India: The Shakas were Pushed back from eastern Iran by the Parthian ruler Mithradates(188-123 BC), Thus, they turned to north-western India and settled between the Indus Valley and Saurashtra.
  • Organizational Structure: The Shakas were organized into five branches with different power centers, including Afghanistan, Punjab, Mathura, Western India, and the Upper Deccan.
  • Rule in India: The first Saka ruler in India was Maues, or Moa/Moga (20 BC to 22 AD). He occupied Gandhara, but it was his successor, Azes, who finally destroyed the Indo-Greek kingdoms and extended Saka rule as far as Mathura. 

Administration 

  • Provincial Administration: Provincial governors, known as Kshatrapas or Satraps, were appointed to administer territories. Many of them eventually became virtually independent rulers.
  • Rudradaman I: Rudradaman I (130–150 AD) was a significant Shaka Kshtrapa who governed several regions, including Sindh, Gujarat, Konkan, Narmada Valley, Malwa, and Kathiawar.
    • Achievements: Rudradaman I is known for repairing the Sudarshana Lake in Kathiawar for irrigation purposes. He also defeated the Satavahanas in battle, as mentioned in the rock inscription of Junagadh in Gujarat.
  • Sanskrit Inscription: Rudradaman I was the first to issue a long inscription in Sanskrit, indicating his appreciation and support for the language.

Society: 

  • They adopted Hindu names and religious beliefs, and their coins represented Hindu Gods on one side. Patanjali in his Mahabhasya refers to the Shakas as ‘Anirvasita (pure) Shudras’.

Decline: 

  • Establishment of the Vikrama Samvat Era: The King of Ujjain expelled the Shakas around 57-58 BC, adopting the title Vikramaditya for the first time. This victory marked the beginning of the Vikrama Samvat era in 57 BC, with “Vikramaditya” becoming a prestigious title.
  • Parthian Succession: Following the expulsion of the Shakas, the Parthians succeeded the Shaka rule in India. Both groups are mentioned as Shaka-Pahlavas in ancient Indian Sanskrit texts.
  • Limited Parthian Presence: The Parthians’ presence in India was limited compared to the Greeks and Shakas, but they played a significant role in the region.
  • Gondophernes: Gondophernes was an important Parthian king during the 1st century AD. He displaced the Shakas and conquered Kabul in 43 AD, although he later lost it to the Kushanas.
