It works as your permanent identity across UPSC exams, similar to how the old OTR number worked earlier. Once you create your URN, your basic profile details get linked to it for future applications too.

What is UPSC OTR?

UPSC OTR, or One Time Registration, was the earlier system where candidates filled their basic details once and used the same registration for multiple UPSC exams.

The UPSC has completely revamped its portal and replaced the old One Time Registration (OTR) module with a new 4-step Universal Registration Number (URN) system. Old OTR data will not carry over, so all candidates, including those who registered earlier, must create a fresh profile on the new UPSC Online Portal before filling the application form.
