UPSC Nationality Criteria 2027

Nationality requirements differ depending on the civil service:

Service

Indian Administrative Service (IAS) Citizen of India
Indian Police Service (IPS) Citizen of India
Indian Foreign Service (IFS) Citizen of India
Other Civil Services Candidate must be either: 

  • Citizen of India or 
  • Subject of Nepal or 
  • Subject of Bhutan or 
  • Tibetan refugee who came to India before 1 January 1962 with the intention of permanently settling in India or 
  • Person of Indian Origin (PIO) migrated from specified countries with the intention of permanently settling in India

Important Note: Candidates belonging to categories other than Indian citizens may be required to produce an eligibility certificate issued by the Government of India.

UPSC Educational Qualification 2027

To appear in the UPSC Civil Services Examination, candidates must possess a bachelor’s degree from:

  • A recognised university established by an Act of Parliament or State Legislature
  • A university recognised by the UGC
  • A deemed university
  • An equivalent qualification recognised by the Government of India

Candidates from all academic streams—including Arts, Science, Commerce, Engineering, Medicine, Agriculture, Law, and Management—are eligible to apply.

Can Final-Year Graduation Students Apply for UPSC 2027?

Yes.

Candidates appearing in the final year of their graduation or awaiting their final results can apply for the UPSC Preliminary Examination.

However, all such candidates who are declared qualified by the Commission for Interview/Personality Test will be required to produce proof of passing of the requisite qualifying examination within the time limit prescribed in Rule 13 of CSE, 2026.

For MBBS/BDS/Veterinary and similar degrees, proof of internship completion is also required, because the degree is considered complete only after the internship.

Are Professional and Technical Degree Holders Eligible?

Yes.

Candidates possessing professional or technical qualifications recognised as equivalent to a bachelor’s degree are eligible.

MBBS/BDS and other medical graduates who have passed the final professional examination but are yet to complete their internship can apply provisionally. However, they must produce proof of internship completion and the required degree certificate before the Personality Test.

UPSC Age Limit 2027

For the Civil Services Examination 2027:

A candidate must have attained the age of 21 years and must not have attained the age of 32 years as on 1 August 2027.

In other words:

  • Born not earlier than: 2 August 1995
  • Born not later than: 1 August 2006

UPSC Age Relaxation 2027

UPSC provides relaxation in the upper age limit for specific categories.

Medical and Physical Standards

Candidates must meet the physical and medical standards prescribed in Appendix-III of the Rules for Examination, 2026 to be eligible for final selection.

Medical examination generally includes:

  • Vision
  • Hearing
  • General physical fitness
  • Mental health
  • Locomotor disability (where applicable)

UPSC Eligibility for IAS, IPS, IFS & Other Services

While the common eligibility criteria remain the same, some services have additional requirements.

Can Selected Candidates Reappear for UPSC CSE?

  • Candidates already appointed to the IAS or IFS through an earlier Civil Services Examination cannot appear again as long as they continue to serve in those services.
  • Candidates already selected for the IPS cannot be allotted the IPS again through a subsequent Civil Services Examination.
  • Candidates allotted the IPS or a Group ‘A’ Central Service may appear in the immediately next Civil Services Examination by obtaining a one-time exemption from training.
  • If selected again, they can choose either the previous service or the newly allotted service. The other allocation will be cancelled.
  • If they do not join the allotted service or obtain the required exemption, their service allocation will be cancelled.
  • After using this one-time opportunity, candidates cannot appear in future Civil Services Examinations unless they resign from their allotted service, as per the UPSC rules.
