Amrit Kaal: During her Union Budget 2023 speech, India’s Finance Minister, Nirmala Sitharaman, repeatedly emphasized the concept of “Amrit Kaal,” which translates to the Golden Era. India’s first foray into Amrit Kaal and aimed to build upon the foundations laid in the previous budget while aligning with the blueprint for India@100. The vision is to create a prosperous and inclusive India where the benefits of development are accessible to all.

What is Amrit Kaal?

Amrit Kaal: The term “Amrit Kaal” was initially coined by Prime Minister Narendra Modi during the 75th Independence Day celebrations in 2021. At that time, he introduced this concept while unveiling a new growth roadmap for India’s next 25 years. PM Modi articulated that Amrit Kaal aimed to enhance the quality of life for Indian citizens and bridge the development gap between rural and urban areas. It also sought to embrace new technology while minimizing government interference in people’s lives.

Origin of the term “Amrit Kaal” can be traced back to Vedic astrology, where it denotes a crucial period during which gates to greater pleasure and prosperity open for humans, angels, and other creatures. It signifies an auspicious time to initiate new endeavors.

The Indian Budget 2023 is guided by seven priorities, known as the “Seven Saptarishis,” which are as follows:

Amrit Kaal the economic agenda for realizing this vision centers on three key priorities

  1. Creating abundant opportunities for citizens, especially the youth, to achieve their aspirations.
  2. Providing a strong impetus to economic growth and job creation.
  3. Strengthening macroeconomic stability.

Amrit Kaal: India@100, the budget identifies four transformative opportunities

  1. Economic Empowerment of Women through Self Help Groups (SHGs): The budget aims to empower women economically by facilitating the formation of large producer enterprises or collectives from SHGs. These enterprises will receive support for raw materials, product quality improvement, branding, and marketing, enabling them to scale up and serve larger consumer markets.
  2. PM Vishwakarma Kaushal Samman (PM VIKAS): A new scheme is introduced to support traditional artisans and craftspeople, referred to as Vishwakarma. This scheme will improve the quality, scale, and reach of their products, integrating them into the MSME value chain. It will also provide skill training, knowledge of modern digital techniques, access to markets, and social security, benefiting marginalized communities.
  3. Tourism Promotion in Mission Mode: The budget recognizes the vast tourism potential in India and aims to promote tourism on a mission mode, involving states, government programs, and public-private partnerships. This initiative holds significant job and entrepreneurship opportunities, particularly for the youth.
  4. Green Growth: The government emphasizes green growth efforts to reduce the carbon intensity of the economy and create green job opportunities. Various programs and policies related to green fuel, energy, farming, mobility, buildings, and equipment will be implemented.

The overarching theme of the budget is “Sabka Saath Sabka Vikas,” reflecting the government’s commitment to inclusive development, encompassing farmers, women, youth, OBCs, Scheduled Castes, Scheduled Tribes, people with disabilities, and economically disadvantaged sections, with a special focus on regions like Jammu & Kashmir, Ladakh, and the North-East. This budget builds on these efforts to foster inclusive and equitable development.
