Recently, Indian Railways announced five new reforms under the “Reform Express” initiative to enhance cargo efficiency, infrastructure quality, and passenger convenience, taking the overall reforms to 9 in 2026.
Five Reforms under “Reform Express” Initiative
- Cargo Reforms(2)
- Salt Transportation: Introduction of stainless steel containers with top-loading and hydraulic discharge to reduce corrosion, leakage, and handling losses, improving multimodal logistics efficiency.
- Automobile Transport: Adoption of flexible wagon designs tailored to route constraints like tunnels and bridges, enhancing capacity utilisation and increasing rail share in automobile transport.
- Infrastructure Quality Enhancement(1): Stricter contractor eligibility, 2% bid security, mandatory bid capacity checks, and limits on subcontracting to ensure accountability and timely project completion.
- Additional performance guarantees for abnormally low bids to curb unfair practices and improve project execution quality.
- Passenger Convenience Measures(2)
- Change Boarding Station Up to 30 Minutes Before Departure: Passengers will soon be able to change their boarding station digitally up to 30 minutes before the train departs from its origin. Earlier, this was only allowed before chart preparation.
- Ticket Cancellation & Refund Changes: Railways has revised cancellation rules to curb misuse and improve ticket availability:
- Cancellation windows revised to 72, 24, and 8 hours before departure
- Reservation charts now prepared 9–18 hours before departure
- No extra cost for passengers
