Declining Fertility Rate in India: Challenges, Demographic Impact & Policy Debate

India’s fertility rate has declined significantly. The debate is whether the government should provide incentives to encourage families to have more children.

  • Total Fertility Rate (TFR): Average number of children a woman is expected to have during her lifetime.
  • Replacement Level Fertility: A TFR of around 2.1 means population replacement is stable.
    • Above 2.1 → Population grows
    • Below 2.1 → Population eventually declines

  • Need for proactive policies on employment, skill development, healthcare, and elderly care to address future demographic challenges.

Problems of Declining Fertility

1. Labour Shortage

  • A shrinking young population may lead to a reduced workforce.
  • Fewer workers can result in lower industrial productivity, fewer taxpayers, and slower economic growth.
  • Labour shortages may increase pressure on businesses and public finances.

2. Ageing Population

  • By 2050, a larger share of India’s population is expected to be elderly.
  • This will increase demand for healthcare, pensions, and long-term care services.
  • India will need to develop a robust Silver Economy focused on elderly healthcare, social security, assisted living, and support systems for senior citizens.

Should India Give Incentives for More Children?

Arguments Against Cash Incentives

  • Small cash benefits are insufficient to offset the high cost of raising children.
  • Incentives may primarily influence economically vulnerable households rather than broader fertility trends.
  • Such measures can increase poverty risks if families have more children without adequate support.

Global Experience

  • Poland: Financial incentives led to a temporary rise in births, but the effect was not sustained.
  • Japan and South Korea: Despite substantial spending on pro-natalist policies, fertility rates remained very low.
  • South Korea’s experience shows that cash incentives alone cannot reverse long-term demographic trends.

Better Approach: Supportive Family Policies

  • Provide paid parental leave for both parents.
  • Ensure affordable and accessible childcare.
  • Strengthen social security and family support systems.
  • Promote a healthy work-life balance.
  • Experiences from countries such as France and Sweden suggest these measures can improve fertility outcomes, though not necessarily restore replacement-level fertility.

  • Women often face career interruptions after childbirth.
  • Mothers may experience slower promotions and wage penalties.
  • Some women face employment insecurity or job loss.
  • Therefore, improving fertility requires reducing the motherhood penalty and creating family-friendly workplaces, rather than relying solely on cash incentives.
