Narcotics valued at more than Rs 11,311 crore have been confiscated over the last five years, signaling the massive scale of this issue.

Growing Drug Menace in India

  • The scale of the Crisis: The drug crisis in India has reached frightening proportions, affecting not just the youth but also the future of the nation.
  • High-Profile Seizures: In 2021, 2,988 kg heroin worth Rs 5,976 crore was intercepted at the Adani Port, Mundra, Gujarat. Another significant seizure included 303 kg cocaine worth Rs 1,515 crore, captured in Tuticorin, Tamil Nadu.
  • Shift to Production Hub: In November 2024, the Narcotics Bureau and Delhi Police’s Crime Branch uncovered a drug cartel in Gautam Buddha Nagar, Uttar Pradesh, linked to a Mexican drug lord
    • This represents a shift from being a mere trafficking corridor to becoming a producer of dangerous synthetic drugs like methamphetamine.
  • International Syndicates: Mexican cartels, including the CJNG (Jalisco New Generation Cartel), have set up operations in India. They exploit India’s pharmaceutical and chemical manufacturing capabilities to produce synthetic drugs.
  • Cartel Operations: A methamphetamine production facility in Kasana Industrial area was set up, disguised as a chemical plant, where workers unknowingly participated in drug manufacturing operations.
  • Impact of Domestic Manufacturing: The shift to domestic production of drugs means that drug availability will increase, making it more accessible and affordable, especially for the youth. 
    • The social consequences are far-reaching, with addiction rates rising rapidly in urban areas.
  • Popular Substances: Among the drugs frequently abused in India are marijuana products (weed, hashish, hemp-based drinks), as well as opioid derivatives and locally produced prescription medications. These substances contribute to the growing drug dependency crisis.
  • Threat to Society: The presence of international drug cartels threatens to accelerate India’s already growing drug crisis, potentially impacting the well-being of millions of youth
    • The ease of access to these substances, along with their low prices, can further worsen addiction rates, creating a vicious cycle of substance abuse and social instability.

Impact of Drug Menace in India

  • National Report: In 2022, the Supreme Court of India revealed a shocking statistic: 15.8 million youths between the ages of 10 and 17 are struggling with substance addiction across the country.
  • Most Consumed Substances: According to the study, alcoholic beverages are the most frequently consumed mind-altering substance, followed by marijuana and opioid-based drugs.
  • Rising Crime Rates: There is a direct correlation between drug use and increased crime rates in India. 
    • Law enforcement officials note that property crimes, assaults, and organised criminal activities are growing at the same rate as the expansion of drug trafficking routes.
  • Crime Surge in Metropolitan Areas: Police records in cities like Delhi, Mumbai, and Bengaluru show a clear uptick in crime corresponding to the rise in substance abuse.
  • Targeting Youth: Schools and colleges are becoming prime targets for drug distribution networks.
    •  Students are being exploited as both customers and distributors, with drugs being sold on campuses in cities like Delhi, Bengaluru, Mumbai, and Kolkata.
  • Distribution Channels: The operation of sophisticated channels for drug trafficking in educational institutions is a growing concern, with networks infiltrating student communities and spreading addiction.
  • Subtle Signs of Substance Abuse: Parents often fail to recognize the warning signs of substance abuse in their children. Behavioral changes, academic decline, and financial irregularities can go unnoticed until the problem worsens.
  • Lack of Awareness: There is a gap in awareness among parents, who are often unaware of the early indicators of drug use, leading to delayed intervention.
  • Anticipated Financial Expansion: India’s demographic dividend was once hailed as the key driver of the nation’s economic growth. With a youthful population, experts expected India to experience significant financial growth and prosperity.
  • Drug Addiction’s Toll: However, this promise is now under threat due to the rising drug addiction crisis, which is proving to be a major hindrance to India’s economic and social advancement.

Way Forward

  • Localized Successes: Certain neighborhood-level interventions have shown positive outcomes, helping to curb addiction in specific areas.
  • Lack of Systematic Approach: However, these efforts remain dispersed and inconsistent, lacking a comprehensive national strategy to combat the growing crisis. This fragmentation leads to limited impact on the country as a whole.
