English in India: Foreign Language or Indian Language? History & Language Policy

Context: The Supreme Court’s examination of the CBSE three-language formula has revived the debate over whether English should be classified as a “non-indigenous” or foreign language, given its long history, widespread use and transformation within Indian society.

English in India- Historical Evolution

• Colonial Entry: English entered India through European traders and missionaries and gradually expanded into administration and education.
• Pre-Macaulay Presence: The East India Company had begun using English in India well before Macaulay’s Minute of 1835.
• Macaulay’s Minute, 1835: Strengthened the case for English education and contributed to its emergence as a major language of higher administration and education.
• Replacement of Persian: English gradually replaced Persian as the principal language connecting administration across British India.
• Nationalist Appropriation: Indians subsequently adopted English not merely as a colonial language but also as a medium for nationalist thought, social reform and political mobilisation.

Why English Cannot Simply Be Called a Foreign Language

• Indianisation: English has been adapted to Indian contexts, producing distinctive vocabulary, pronunciation, literary traditions and forms of communication.
• Widespread Functionality: It functions as a link language across linguistically diverse regions and communities.
• Institutional Presence: English remains important in higher education, administration, law, science, technology and professional employment.
• Social Mobility: Knowledge of English can facilitate educational, economic and geographical mobility, particularly across State boundaries.
• Cultural Assimilation: Indian literature, cinema, music and digital communication increasingly combine English with Indian languages, demonstrating its integration into contemporary Indian culture.

English and India’s Multilingualism

• Multilingual Foundation: Indian society has historically operated through multiple languages serving different social and functional purposes.
• Functional Multilingualism: People may use one language at home, another in the marketplace, another for education and English for higher education or professional communication.
• Beyond Binary Classifications: The language debate cannot be reduced to English versus Indian languages or foreign versus indigenous.
• Indian English: English has developed distinctive Indian forms and usages, reflecting local social and cultural realities.

Impact on Indian Languages

• Language Displacement: The expansion of dominant languages can marginalise smaller and tribal languages, particularly when they lack institutional support.
• Hindi’s Dominance: Several smaller languages in the Hindi-speaking region risk being subsumed under Hindi, despite having distinct linguistic and cultural traditions.
• Census Limitations: Census-based classification may not fully reflect India’s linguistic diversity, particularly where smaller languages are grouped under larger linguistic categories.
• Institutional Neglect: Languages can decline when they lack adequate schooling, literature, documentation and State support.
• English is not the Sole Cause: Linguistic decline is shaped by State policy, economic incentives, migration, education and the dominance of larger languages, rather than English alone.

English and Social Mobility

• Educational Capital: English proficiency provides access to higher education, specialised knowledge and global information networks.
• Economic Capital: It can improve access to formal employment and professional opportunities.
• Geographical Mobility: Since employment frequently requires movement across States, English provides a useful inter-State communicative advantage.
• Social Capital: English proficiency is also associated with status and aspiration, creating both opportunities and inequalities.
• Digital Advantage: English continues to have a significant presence in science, technology and digital platforms.

Challenges in Language Policy

• Three-language Formula: The CBSE framework has raised questions over how Indian languages, English and linguistic choice should be balanced in education.
• Choice versus Compulsion: Imposing languages without considering regional linguistic realities and student preferences can generate resistance.
• Elite Contradiction: English can simultaneously be criticised as colonial while remaining a major source of educational and social capital.
• Mother-tongue Dilemma: Promoting mother-tongue education becomes difficult where children’s everyday language differs from the officially dominant regional language.
• Linguistic Homogenisation: Excessive emphasis on a few dominant languages can undermine India’s linguistic pluralism.

Way Forward

• Linguistic Pluralism: Treat India’s multilingualism as an asset rather than a problem.
• Language Choice: Ensure that language education balances constitutional objectives, regional realities and individual choice.
• Protect Smaller Languages: Provide institutional support through education, documentation, digital resources and cultural promotion.
• Functional Multilingualism: Encourage citizens to acquire multiple languages for different social and professional purposes rather than imposing rigid linguistic hierarchies.
• Reform Language Classification: Census and educational policies should better recognise the distinct identity of smaller and tribal languages.
• English as an Indian Resource: Recognise that English, while historically colonial, has been Indianised and appropriated and now forms part of India’s linguistic repertoire.

English may have foreign origins, but its long history of adaptation, appropriation and widespread functional use has made it an Indian language in a sociocultural sense. The real challenge is not choosing between English and Indian languages, but ensuring that the rise of English or dominant Indian languages does not undermine India’s extraordinary linguistic diversity and the principle of linguistic choice.
