Parliamentary Disruptions: Protecting Legislative Productivity and Democratic Scrutiny

Context: The 2026 Monsoon Session highlights concerns over parliamentary disruptions, low productivity and the resulting loss of legislative scrutiny and taxpayer-funded parliamentary time.

  • Low Productivity: Lok Sabha worked for only 15% and Rajya Sabha for 33% of scheduled time during the 19 sittings.
  • Economic Opportunity Cost: Based on the older ₹2.5 lakh per minute benchmark, the estimated opportunity cost of lost parliamentary time is about ₹130 crore.
  • Loss of Scrutiny: Disruptions reduce Question Hour, Zero Hour, legislative debate and committee scrutiny, weakening executive accountability.
  • Democratic Cost: Parliament is meant for debate, dissent and deliberation; repeated adjournments can convert legitimate protest into an effective veto over parliamentary business.
  • Shared Responsibility: The government must facilitate debate and answer questions, while the Opposition must ensure that protest does not permanently block legislative functioning.
  • Attendance vs Performance: Signing the attendance register establishes presence, but not meaningful parliamentary contribution.

Way Forward

  • Parliamentary Performance Compact: Government, Opposition and presiding officers should agree on minimum standards for parliamentary functioning.
  • Make-up Time: Every hour lost to disruption should be compensated through extended sittings or additional working days.
  • Guaranteed Debate: Legitimate protests should have a structured route to debate, government response and voting.
  • Real-time Performance Dashboard: Publish data on attendance, questions, debates, committee work, Bills scrutinised, time lost and time recovered.
  • Accountability for Disorder: After due process, members formally named or suspended for grave disorder could forfeit sitting-day allowance.
  • Broader Participation Metrics: Parliamentary performance should include committee work, constituency duties and other recorded parliamentary responsibilities, rather than merely physical attendance.

Conclusion

Dissent is essential to democracy, but disruption cannot become paralysis. Parliament must transform taxpayer-funded time into debate, scrutiny and informed decision-making. As the editorial puts it, “A signature may establish attendance. Only work can establish performance.”
