U.S. Defence Strategy and India: China Deterrence, Burden-Sharing and Strategic Autonomy

GS Paper II: Effect of policies and politics of developed and developing countries on India’s interests.

Context: The evolving U.S. defence strategy indicates a shift from extensive global military commitments towards homeland security, China deterrence, burden-sharing and defence-industrial rebuilding, creating both opportunities and strategic dilemmas for India.

  • The emerging U.S. approach reflects a move away from independently carrying the security burden across Europe and Asia towards a model where regional partners assume greater responsibility, while the U.S. provides strategic and extended deterrence support.

Key Features of the Emerging U.S. Defence Strategy

  • Homeland Security: Protecting the U.S. homeland remains the primary objective of the new defence orientation.
  • China Deterrence: The U.S. seeks to prevent China from achieving military dominance, particularly across the Indo-Pacific and First Island Chain.
  • Allied Burden-Sharing: Allies and partners are expected to invest more in their own defence rather than remain heavily dependent on U.S. security guarantees.
  • Defence Industrial Rebuilding: Strengthening domestic defence production is intended to improve military preparedness and reduce vulnerabilities in critical supply chains.

Offshore Balancing and Extended Deterrence

  • Offshore Balancing: The U.S. can increasingly rely on regional powers to undertake frontline security responsibilities while retaining a supporting and balancing role.
  • Extended Deterrence: The U.S. continues to provide security guarantees, including its nuclear umbrella, to allies so that they can undertake greater conventional defence responsibilities.
  • Regional Responsibility: Countries such as Japan, Australia and South Korea are expected to assume greater responsibility for regional security.

China and the First Island Chain

  • Strategic Competition: China remains the principal long-term strategic concern for the U.S. in the Indo-Pacific.
  • First Island Chain: It broadly extends from the Kuril Islands through Taiwan and the Philippines, forming a strategically important maritime arc around China’s eastern approaches.
  • Complex Interdependence: Despite strategic rivalry, economic interdependence between the U.S. and China continues, demonstrating that geopolitical competition does not necessarily eliminate economic engagement.

Russia Factor and India’s Strategic Autonomy

  • Russia-Ukraine War: The U.S. faces the challenge of balancing support for Ukraine with the cost of prolonged involvement and its broader objective of constraining Russian power.
  • India’s Vulnerability: India has significant historical defence and energy linkages with Russia, making excessive geopolitical pressure on Moscow consequential for India’s interests.
  • Strategic Autonomy: India seeks the freedom to take independent foreign-policy decisions based on its national interests, rather than aligning mechanically with any major power.

Why India Matters to the US

  • Geostrategic Location: India’s position in the Indian Ocean Region gives it considerable strategic importance for Indo-Pacific security.
  • Economic Scale: India’s large population, expanding economy and market provide significant economic leverage.
  • Military Capability: India’s military capacity makes it an important security partner in balancing regional power.
  • Supply-Chain Resilience: India can contribute to diversification of critical manufacturing and defence supply chains away from excessive dependence on China.

India’s Multi-Alignment Strategy

  • Diversified Partnerships: India simultaneously deepens relations with the U.S., France, Japan, Australia, Gulf countries and Russia, thereby avoiding excessive dependence on any single power.
  • Strategic Flexibility: Multi-alignment enables India to cooperate with different powers on different issues according to its national interests.
  • Leverage: India’s bargaining power depends not merely on being strategically important but on possessing capabilities that other powers value.

Building Indian Leverage

  • Economic Scale: A larger and more resilient economy enhances India’s bargaining capacity.
  • Military Capability: Indigenous defence capabilities and credible military power strengthen strategic autonomy.
  • Technology: Indigenous capabilities in critical and emerging technologies can reduce external dependence.
  • Manufacturing Capacity: India can become an important alternative manufacturing and supply-chain hub.
  • Capable Partnership: Strategic partnerships become more durable when India can contribute tangible capabilities rather than remain primarily a security consumer.

Way Forward

  • Selective Self-Reliance: Build indigenous capabilities in critical defence technologies while continuing international collaboration.
  • Diversified Partnerships: Preserve multi-alignment instead of entering exclusive geopolitical blocs.
  • Supply-Chain Integration: Position India as a reliable partner in resilient global technology and manufacturing networks.
  • Strategic Autonomy: Align cooperation with major powers with India’s independent assessment of national interests.

Conclusion

India’s objective should not be choosing between major powers but maximising strategic space through economic strength, military capability, technological capacity and diversified partnerships. Strategic autonomy is ultimately strengthened by national capabilities and credible leverage.
