Training of Indian Civil Accounts Service (ICAS): Leaders in Financial Management

Initial Training at NIFM:
  • Newly recruited ICAS officers undergo a six-month training program at the National Institute of Financial Management (NIFM), Faridabad.
  • This phase incorporates a foreign country exposure tour
Training at INGAF:
  • The second stage of training is conducted at the Institute of Government Accounts and Finance (INGAF).
On-the-Job Training (OJT):
  • The third stage involves On-the-Job Training (OJT) at one of the 87 Pay & Accounts offices located across the country.

 

Duties and Responsibilities: Financial Transparency in Government Operations

  • Principles, Forms, and Standards of Accounting: Standardizing Government Accounting for Transparency
    • CGA, on behalf of the President of India, establishes the principles of government accounting, defines the prescribed forms, and formulates procedures for recording and consolidating the accounts of Union and State Governments.
    • This aims to promote standardization and transparency in government accounts.
  • Receipts and Payments: Indian Civil Accounts Service (ICAS) and Government Fund Handling
    • The Indian Civil Accounts Organisation manages the receipts and payment functions for over 90% of the Government of India’s budget through a nationwide network of 28,000 branches of twenty-nine scheduled commercial banks, acting as agents of the Reserve Bank of India.
    • It administers accounting and reporting functions for the entire tax and non-tax receipts of the Union Government, ensuring timeliness and accuracy in remittance and reporting.
    • Payment functions in civil ministries are e-enabled through the Computerised Accounting System (COMPACT), covering the entire business process of Pay and Account Offices (PAOs), including receipts, provident fund, and pension processing.

  • Rules and Procedures Optimization: Streamlining Accounting Rules for Efficient Governance
    • Framing and optimizing manuals, rules, and procedures for the accounting of receipts and payments in accordance with Government Accounting Rules, 1990.
  • Accounting Statements and Audits: Monthly & Annual Statements, Revenue Audits
    • Preparing monthly and annual account statements.
    • Conducting periodic audits of revenue, deficits, and borrowings.
  • Cash Balances Monitoring: Monitoring and Reconciling Government Cash
    • Monitoring and reconciling cash balances of the Government of India with the Reserve Bank of India.

  • Association of Government Accounts Organisation of Asia (AGAOA): Fostering Cooperation Among Asian Accounts
    • Formed in 2004, AGAOA includes India as one of its founding members alongside Bangladesh, Bhutan, Maldives, Myanmar, Pakistan, and Sri Lanka.
    • Aim: To promote professional understanding and technical cooperation among member institutions. 
  • International Consortium on Government Financial Management (ICGFM): CGA is closely associated with ICGFM and has been part of its Board of Directors.
  • Indian Technical and Economic Cooperation (ITEC) and Special Commonwealth Assistance for Africa (SCAAP): India’s ITEC and SCAAP Initiatives
    • Through INGAF, CGA executes programs as part of the Government of India’s commitment to international development cooperation and capacity building in developing and neighbouring SAARC countries

  • E-Samarth: extension of the web-based utility for management of General Provident Fund Account of government employees running successfully in Ministry of Home Affairs.
