Introduction
India’s water challenge has moved beyond seasonal scarcity towards structural depletion. Without systemic reforms, water stress could evolve into irreversible water bankruptcy, threatening livelihoods, food security and economic growth.

Drivers of Water Bankruptcy
- Aquifer Depletion: UNU-INWEH (2026) warns that aquifers are being depleted beyond safe limits globally; India is among the heavily affected countries.
- Basin Scarcity: Several river basins now have per capita water availability below scarcity thresholds.
Eg: CEEW reports 11 of 15 major river basins are water stressed; Krishna and Cauvery are below 1,000 m³/person/year.
