What is Universal Registration Number (URN)?

Universal Registration Number, or URN, is a unique number created after a candidate registers on the UPSC Online Application Portal. This URN is common for all UPSC examinations and has to be created only once in a lifetime.

The URN stays the same for future UPSC exams. But the application number changes from one exam to another after you fill the exam-specific form.

What is UPSC OTR?

The old One Time Registration, or OTR, has been replaced on the new UPSC portal. UPSC now uses a new system that includes Account Creation, Universal Registration, Common Application Form, and Exam Specific Form.

This means candidates should not depend on old OTR details. They must make a fresh profile on the new UPSC online portal.

What is Common Application Form (CAF)?

Common Application Form, or CAF, is the part of the UPSC portal where candidates fill basic details and upload important documents. This form is common for different UPSC exams.

UPSC has said that required information and supporting documents for claims like date of birth, educational qualification, and other details may be asked with the URN and CAF. If required details or documents are not given, candidature can be cancelled.

What is the Exam Specific Form?

The Exam Specific Form is the last module of the UPSC application portal. This part is filled only when the notification for a particular exam is open.

For UPSC CSE 2027, this form will be available only during the application window. After filling this form, the candidate gets an application number for that exam.

UPSC Online Preparation

Prerequisites Before UPSC CSE Registration

Before starting UPSC registration, candidates should keep all important details ready. UPSC advises candidates to read the instructions carefully and prepare documents in advance for smooth form filling and uploading.

Candidates should also keep an active email ID and one valid photo ID ready. UPSC has strongly advised candidates to use Aadhaar for easy verification.

Step-by-Step UPSC Registration Process

Follow these step-by-step instructions to complete the UPSC Civil Services Examination 2027 registration process successfully.

  1. Create Account: First, visit the UPSC online portal and create your account. UPSC asks candidates to provide a valid and active email ID because the Commission may contact them electronically.
  2. Universal Registration (URN): After account creation, complete the Universal Registration module. Once this is done, a Universal Registration Number is generated, and this number remains the same for all future UPSC exams.
  3. Fill Common Application Form (CAF): Next, fill the Common Application Form carefully. Here, UPSC may ask for personal details, date of birth, education details, and supporting documents.
  4. Upload Documents: Upload all documents exactly as asked on the portal. UPSC clearly says that missing required information or documents can lead to cancellation of candidature.
  5. Fill Exam Specific Form: Now fill the exam-specific form for Civil Services Examination 2027 when the form is active. This is the part where exam-related details like fee and centre are filled.
  6. Pay Application Fee: Pay the application fee if it is applicable to you. The 2026 notification says the exam-specific module includes fee payment.
  7. Final Submission: Check all details carefully before final submission. UPSC has clearly said that no correction, alteration, or modification in any field is allowed after submission, and applications cannot be withdrawn after submission.

UPSC Registration Fee 2027

Candidates should know the application fee before submitting the UPSC CSE 2027 application form. The official fee details will be confirmed in the UPSC Civil Services Examination 2027 Notification. Based on the previous notification, the expected fee structure is as follows:

Documents Required for UPSC Registration

  • Valid email ID and mobile number for account creation and communication.
  • One photo ID such as Aadhaar Card, Voter ID, PAN Card, Passport, Driving Licence, or another government-issued photo ID.
  • Date of birth proof, usually Matriculation or Secondary School certificate details.
  • Graduation details or qualifying exam details.
  • Clear photograph for upload and live photo capture.

How to Retrieve Forgotten Registration Details

If a candidate forgets login or registration details, the first step should be to use the recovery options available on the UPSC online portal. Since the new system is based on account creation and URN, candidates should keep their email ID, mobile number, URN, and application number safe.

The UPSC notice also says that applicants should retain both the URN and the application number for future communication with the Commission.

How to Update URN Profile

UPSC provides a one-time facility to update or modify the URN profile. After making changes, the candidate must successfully re-lock the URN profile.

But there is one important rule. Any change made in the URN profile will not affect forms that were already submitted earlier; the updated details will apply only to future applications submitted after the update.

Live Photo Capture Guidelines

UPSC requires candidates to upload a photograph and also capture a live photograph while filling the Common Application Form. The uploaded photo and live photo must be clear and as per the instructions given on the portal.

So, candidates should sit in proper light, keep the face clearly visible, and avoid blurred images. The main rule from UPSC is that the photo must be clear.

Signature Upload Guidelines

UPSC asks candidates to sign three times one below the other on plain white paper using black ink. This signature image must be uploaded while filling the Common Application Form.

The uploaded signature should be clear and easy to read. Candidates should check the official instructions before upload so the file is accepted.

Important Instructions to Follow During UPSC CSE Registration

Follow these important instructions while filling the UPSC Registration 2027 form to avoid errors and ensure successful application submission.

  • Apply only through the official UPSC online portal. No other mode is allowed.
  • Read all instructions before filling the form.
  • Keep all documents ready in advance.
  • Use a valid email ID and keep it active.
  • Keep your photo ID details ready while filling the URN profile.
  • Submit the form before the last date because exam centres are allotted on a first-apply-first-allot basis in many cases.
  • No change is allowed after final submission of the application form.

Common Registration Mistakes to Avoid

Avoid these common mistakes during UPSC Registration 2027 to prevent application rejection or unnecessary issues later in the selection process.

  • Waiting till the last date to apply. UPSC says some centres may fill on a first-apply-first-allot basis.
  • Uploading unclear photo or signature.
  • Entering wrong personal or education details.
  • Submitting the form without checking everything. UPSC does not allow corrections after submission.
  • Forgetting to save URN and application number.
  • Using old OTR expectations on the new portal. The new system is different and needs a fresh profile.

What to Do After Successful Registration

After successful registration, save your URN and application number safely. These numbers are important for future communication and login.

Candidates should also keep checking the UPSC portal for updates related to admit card, exam centre details, and later stages of the exam process. In the 2026 notice, UPSC said e-admit cards would be made available online only.
