e-SafeHER initiative

Context: The e-SafeHER initiative was recently launched (April 2026) by the Ministry of Electronics and Information Technology in collaboration with C-DAC, to promote cyber security awareness among rural women.

Objective

  • To train 1 million rural women (Cyber Sakhis) in cyber security awareness over 3 years.
  • Promote safe and confident participation in the digital ecosystem.

UPSC Online Courses

Anchoring Programme

  • Implemented under MeitY’s Information Security Education and Awareness (ISEA) Programme.

Implementing Agencies

  • C-DAC Hyderabad – content development, localization, training modules.
  • Reliance Foundation – grassroots dissemination via SHGs.

Target Group

  • Rural women, especially those engaged in digital platforms for finance, livelihoods, and services.

Approach

  • Community-led, peer-based training model through Self-Help Groups (SHGs).
  • Use of multilingual, audio-visual, and blended learning modules.

Implementation Strategy

  • Phased rollout starting with Madhya Pradesh and Odisha.
  • Scaling to nationwide coverage by 2029.

Significance

  • Promotes gender-responsive digital inclusion.
  • Strengthens vision of “Cyber Secure Bharat”.
  • Supports financial inclusion and safe digital participation of women

 

Indian Ocean Conference (IOC)

Context: Recently, the 9th edition of the IOC concluded in Mauritius under the theme “Collective Stewardship for Indian Ocean Governance.”

About IOC

  • Indian Ocean Conference (IOC) is a flagship annual strategic forum on the Indian Ocean Region (IOR) to deliberate on regional architecture, maritime security and economic cooperation.
  • Organised by: India Foundation in collaboration with the Ministry of External Affairs and host countries.
  • Structure: Operates as a Track 1.5 diplomacy platform, combining official government participation with informal dialogue among policy experts, scholars and strategic communities.
  • First held: 2016 in Singapore.
  • Significance: Provides a key platform for advancing India’s SAGAR (Security and Growth for All in the Region) vision and strengthening engagement with countries of the Indian Ocean Region. 

About Mauritius

  • Location: Mauritius is an island country in the southwest Indian Ocean, about 2,000 km off the southeast coast of Africa, east of Madagascar.
  • Territorial issue: Mauritius has a sovereignty dispute with the United Kingdom over the Chagos Archipelago, which hosts the Diego Garcia military base.

About the Indian Ocean Region (IOR)

  • Geographical scope:  The Indian Ocean is the third-largest ocean, covering about 70.56 million sq km and connecting Asia, Africa and Australia, with more than 35 littoral and island states.
  • Strategic chokepoints: Includes key passages such as: 
    • Strait of Hormuz: Connects the Persian Gulf with the Gulf of Oman, forming a key gateway to the Arabian Sea and the Indian Ocean.
    • Strait of Malacca: The shortest and one of the busiest sea routes linking the Indian Ocean and the Pacific Ocean between the Malay Peninsula and Sumatra.
    • Bab-el-Mandeb Strait: Connects the Red Sea with the Gulf of Aden, linking trade between Asia and Europe via the Suez Canal.
  • Energy lifeline: Nearly 80 per cent of the world’s seaborne oil trade passes through the Indian Ocean.
  • Resources: The Central Indian Ocean Basin (CIOB) is believed to possess significant reserves of minerals such as nickel, copper, cobalt, and manganese.
  • Security relevance: Faces challenges such as piracy, maritime terrorism, illegal fishing and geopolitical competition.

 

Spratly Islands

Context: The Philippines alleged that Chinese fishermen used cyanide near Second Thomas Shoal in the Spratly Islands of the South China Sea, warning it could damage marine life and coral reefs supporting the grounded Philippine warship BRP Sierra Madre.

  • China rejected the allegation, accusing the Philippines of harassing Chinese fishing vessels.

About Spratly Islands

  • Location: The Spratly Islands are located in the central South China Sea between Vietnam, the Philippines, Malaysia and Brunei.
  • Disputed claims: Claimed wholly or partly by China, Vietnam, the Philippines, Malaysia, Brunei and Taiwan.
  • Key features: Important reefs include Fiery Cross Reef, Subi Reef, Mischief Reef and Second Thomas Shoal.
  • Resource potential: The region is believed to contain rich fishing grounds and potential oil and natural gas reserves.
  • Legal context: The 2016 South China Sea Arbitration Award (Permanent Court of Arbitration) ruled that China’s Nine-Dash Line claim has no legal basis under international law, though China rejects the ruling.

Below-Normal Monsoon Forecast

Context: India Meteorological Department has predicted 92% of Long Period Average rainfall, indicating below-normal monsoon.

Monsoon Forecast & Trends

  • LPA benchmark: Long Period Average for monsoon fixed at 87 cm (1971–2020).
  • Deficient category: Rainfall below 90% of LPA termed deficient and linked with drought conditions.
  • Trend reversal: Forecast signals end of two consecutive above-normal monsoon years (2024–25).
  • Seasonal concern: Greater risk of rainfall deficit during second half of monsoon (Aug–Sept).

Climatic Drivers of Indian Monsoon

  • ENSO Influence: El Niño Southern Oscillation alters monsoon strength, with El Niño weakening and La Niña strengthening rainfall.
    • ENSO: El Niño Southern Oscillation is a periodic climate cycle of warming and cooling in the Pacific that affects global weather patterns.
    • El Niño: El Niño is the abnormal warming of central-eastern Pacific waters that weakens the Indian monsoon.
    • La Niña: La Niña is the abnormal cooling of Pacific waters that strengthens monsoon rainfall over India.
  • IOD Effect: Indian Ocean Dipole positive phase increases rainfall, while negative phase reduces it.
    • IOD is the temperature difference between western and eastern Indian Ocean influencing monsoon strength.
  • Walker Circulation: Walker Circulation controls east–west air movement, influencing moisture transport towards India.
    • Walker Circulation is the east–west atmospheric circulation over the equatorial Pacific that drives trade winds and rainfall patterns.
  • Jet Streams: Subtropical westerly and tropical easterly jet streams determine monsoon onset, intensity, and spatial distribution.
    • Jet streams are fast-flowing upper atmospheric winds that influence monsoon.

Impacts of Below-Normal Monsoon

  • Agricultural stress: ~60% farmers dependent on monsoon face risks to Kharif productivity.
  • Income shock: Reduced rainfall lowers rural incomes and consumption demand.
  • Water scarcity: Weak monsoon reduces groundwater recharge and drinking water supply.
  • Energy impact: Lower reservoir levels affect hydropower generation capacity.
  • Food inflation: Decline in crop output may trigger price rise in food items.
