M23 Armed Group

Context: M23 rebels, allegedly backed by Rwanda, captured Goma, the regional capital in the mineral-rich eastern DRC.

• They have now reached Bukavu, the second-largest city in eastern DRC.

About M23 Rebels

• M23 (March 23 Movement) is one of over 100 armed groups fighting Congolese forces in eastern DRC.
• Ethnic Composition: Leadership is dominated by ethnic Tutsis, a minority group in eastern DRC.
• Main Objective: Claims to protect the interests of Congolese Tutsis and other minorities, especially against Hutu rebel groups that fled to DRC after the 1994 Rwandan genocide
• Location: Active in North Kivu province, along the borders of Rwanda and Uganda, with over 8,000 fighters  as per UN estimates .
• Origin of Name: Named after the March 23, 2009, accord between the National Congress for the Defence of the People (CNDP), a Tutsi-led rebel group, and the Congolese government to end a Tutsi-led revolt.
  • Tutsi are ethnic group of probable Nilotic origin, mainly living in Rwanda and Burundi targeted during the 1994 Rwandan genocide by extremist Hutu forces.
• 2009 Agreement: Promised better political representation and integration of former rebels into the Congolese army.
• Allegations of Support: Rwanda is accused by the UN and DRC of supporting M23 with training, weapons, and even soldiers.

World Audio Visual Entertainment Summit (WAVES)

Context: WAVES and IEIC have launched Tech Triumph Season 3 to showcase India’s gaming innovation on global platforms.

  • Participants must have at least a working prototype.
• Categories: 
  • Gaming Studios and Esports: Individual developers, Indie studios, startups, esports organizations, event producers, and gaming influencers.
  • Business of Gaming: Companies focusing on payments, security, live ops, engagement, monetization, localization, quality assurance, legal, and financial services for gaming.

• Premier global event for game developers, fostering creativity, innovation, and networking.

National Awards for e-Governance 2025

Context: The Department of Administrative Reforms and Public Grievances (DARPG) has announced the 28th National Awards for e-Governance (NAeG) 2025, inviting nominations from Central Ministries, State Governments, District Collectors, and Research Institutions.

About National Awards for e-Governance (NAeG) 2025

• The awards aim to recognize and promote excellence in e-Governance initiatives across the country.
• Award Categories: Nominations can be submitted under the following six categories:
  • Government Process Re-engineering by Use of Technology for Digital Transformation
  • Innovation by Use of AI and Other New Age Technologies for Providing Citizen-Centric Services
  • Best e-Governance Practices/Innovation in Cyber Security
  • Grassroot Level Initiatives for Deepening/Widening of Service Delivery: Focusing on initiatives by Districts, Urban Local Bodies (ULBs), and Gram Panchayats that enhance service delivery at the grassroots level.
  • Replication and Scaling up of Successful National Awarded Projects.
  • Digital Transformation by Use of Data Analytics in Digital Platforms.
• Submission Details: Nominations can be submitted online through the official portal till  February 28, 2025. 
• Each award includes a trophy, certificate, and a monetary incentive of ₹10 lakh for Gold Awardees and ₹5 lakh for Silver Awardees to support the implementation of public welfare projects.

• Open Network for Digital Commerce (ONDC): Received the Gold Award for “Application of Emerging Technologies for Providing Citizen-Centric Services.”
• Wokha SAATHI (Smart AI-based Assistant for Timely Help & Interface): The Wokha District Administration’s AI-based WhatsApp chatbot was honored with the Gold Award for enhancing citizen engagement and service accessibility in Nagaland.
• Rajasthan’s Silicosis Mitigation Initiative: The Rajasthan government was awarded the Gold Award for employing tele-radiology and artificial intelligence to identify silicosis and establish an automated approval portal for Direct Benefit Transfer (DBT) to support affected individuals
