Context: The Supreme Court has emphasised the critical role of elementary school teachers and teacher education institutions (TEIs) in safeguarding the Right to Education (RTE).

Key Points Highlighted by the Supreme Court

• Quality teacher education and quality education: The Court stressed that a child’s development, mind, and character are closely linked to the quality and training of elementary school teachers.
  • Teachers as nation builders: Elementary school teachers play a critical role in shaping children and the future of the nation and therefore deserve the highest respect and care.
• Right to Education requires quality delivery: While Article 21A of the Constitution guarantees free and compulsory education to children between 6 and 14 years old, its effective implementation requires greater attention to teacher education and quality.
• Seven Duty Bearers under the Right to Education: The Court identified seven stakeholders responsible for safeguarding the Right to Education, namely the Government, local authorities, neighborhood schools, parents and guardians, teachers, Teacher Education Institutions, and the National Council for Teacher Education. 
• Central role of the National Council for Teacher Education: The National Council for Teacher Education (NCTE) is responsible for the planned and coordinated development of teacher education and for ensuring that Teacher Education Institutions (TEIs) maintain appropriate standards.
• Accountability of Teacher Education Institutions: TEIs must function effectively, efficiently, and with integrity. 
  • The NCTE can therefore require them to submit annual Performance Appraisal Reports.

Challenges in Ensuring Quality Elementary Teachers

• Uneven Quality of Teacher Education Institutions: Variations in faculty, infrastructure, curriculum, and academic standards affect teacher preparedness.
• Teacher Shortages and Unequal Deployment: Persistent vacancies and the uneven distribution of qualified teachers, particularly in disadvantaged and remote areas, undermine the quality of education.
• Inadequate Professional Development: Limited opportunities for regular in-service training and upskilling hinder teachers’ ability to respond to evolving educational needs.
• Weak Institutional Accountability: Inadequate monitoring and performance assessment of Teacher Education Institutions can allow deficiencies in teacher preparation to persist.
• Changing Skill Requirements: Difficulty in continuously upgrading teachers’ skills to meet evolving demands in digital education, inclusive education, foundational literacy and numeracy, and child-centered pedagogy.

Way Forward

• Quality Assurance: Strengthen the quality and accreditation of Teacher Education Institutions.
• Continuous Professional Development: Ensure regular training and professional development of teachers.
• Institutional Accountability: Strengthen monitoring, performance assessment and accountability of Teacher Education Institutions.
• Stakeholder Coordination: Improve coordination among the Government, National Council for Teacher Education, Teacher Education Institutions, schools and local authorities.
• Learning-Centric Approach: Focus on learning outcomes, foundational literacy and numeracy, inclusive education and child centred pedagogy.
