Context: The declining number of legislative sittings, disruptions, limited debate and concerns over inadequate scrutiny of Bills have raised questions about the capacity of Parliament and State Legislatures to effectively perform their deliberative, legislative and accountability functions.

Evolution of Parliamentary Functioning

  • Early Parliamentary Engagement: In the initial decades after Independence, Parliament generally met for a substantially higher number of days, providing greater opportunities for debate, questioning and legislative scrutiny.
