Food Loss and Food Waste in India: Food Security, Farm Incomes and Sustainability

Context: Reducing food loss and food waste can simultaneously improve food security, nutrition, farmers’ incomes and environmental sustainability. For India, strengthening post-harvest systems is particularly important because resource-intensive food production becomes socially and economically inefficient when substantial food is lost before consumption.

Food Loss vs Food Waste

  • Food Loss: Refers primarily to food lost during production, post-harvest handling, storage, processing and transportation, before reaching the retail or consumer stage.
  • Food Waste: Refers largely to food discarded at the retail, hospitality and household levels, often because of poor management, over-purchasing or consumption practices.
  • Developmental Dimension: Developing economies often face significant post-harvest and supply-chain losses, while food waste at retail and consumer levels is also an important challenge across economies.

Why Reducing Food Loss Matters

  • Food Security: Preventing losses increases the effective availability of food without requiring a proportionate increase in land, water and other production inputs.
  • Nutrition Security: Better preservation and distribution can improve access to nutritious and diverse foods, helping address both hunger and hidden hunger.
  • Environmental Protection: Wasted food represents wasted water, land, energy, labour and agricultural inputs and contributes to avoidable environmental pressures.
  • Farmer Income: Reducing post-harvest losses allows a larger proportion of production to reach markets, potentially improving farm-level returns.
  • Economic Efficiency: Better supply chains reduce wastage while creating opportunities in storage, logistics, food processing and value addition.

India’s Evidence Base

  • National Assessments: The Ministry of Food Processing Industries (MoFPI) has undertaken successive national post-harvest loss assessments, with the 2020–22 assessment covering 54 crops and commodities.
  • Evidence-Based Policy: Such assessments provide an evidence base for identifying commodity-specific and stage-specific losses.
  • SDG 12.3: Reducing food waste is directly linked to Sustainable Development Goal 12.3, which seeks to halve per-capita global food waste at the retail and consumer levels by 2030.
  • Data as a Policy Tool: Reliable data enables governments to identify where losses occur and which interventions provide the greatest impact.

Major Challenges

  • Storage Deficit: Inadequate scientific storage can increase spoilage, particularly for perishable commodities.
  • Cold-Chain Gaps: Limited access to temperature-controlled infrastructure increases losses during transportation and distribution.
  • Weak Processing Capacity: Insufficient processing and value-addition facilities can force farmers to sell perishable produce quickly.
  • Fragmented Supply Chains: Small producers may lack access to efficient aggregation, transportation and organised markets.
  • Consumption-Level Data Gap: India has comparatively stronger information on production and supply-chain losses, but comprehensive data on waste at households, restaurants, hotels and retail outlets remains a challenge.

  • Climate Relevance: Reducing food waste can also reduce the environmental footprint associated with producing, transporting and disposing of food that is ultimately not consumed.

Way Forward

  • Build Integrated Cold Chains: Connect farm-gate collection, storage, transportation, processing and markets.
  • Strengthen Rural Infrastructure: Expand affordable access to warehousing, drying, grading, packaging and processing.
  • Improve Data Systems: Develop better measurement of food waste across retail, hospitality and households.
  • Scale Digital Solutions: Use traceability, supply-chain monitoring and data analytics to identify loss hotspots.
  • Empower FPOs: Enable collective investment in post-harvest infrastructure and logistics.
  • Promote Consumer Awareness: Encourage responsible purchasing, storage and consumption practices to reduce household-level food waste.

Conclusion

Food-loss reduction should be treated as a food-security, income, environmental and resource-efficiency strategy. For India, the objective should be to build a more efficient food system in which less food is lost, more value reaches farmers, and existing agricultural resources are used more productively.
