United Nations Long Road to Restoring Trust: Reform, Representation and Accountability

Context: The 81st session of the UN General Assembly has adopted the theme “Restoring Trust, Managing Transformation: A United Nations That Delivers for All”, reflecting concerns over the effectiveness, representation and legitimacy of the multilateral system.

Why the United Nations Matters

  • Post-War Institution: The United Nations was established in 1945 after the devastation of World War II to provide a framework for international cooperation and collective security.
  • Institutionalised Dialogue: The UN created a permanent platform for states to negotiate, communicate and manage disputes rather than relying exclusively on power politics.
  • International Rules: The UN system contributed to the development of international law, humanitarian norms, human rights mechanisms and multilateral cooperation.
  • Trust-Building Function: Its early significance lay not only in resolving conflicts but also in creating predictability and institutionalised interaction among states.

Why Trust in the UN Has Come Under Pressure

  • Security Council Deadlock: The 15-member UNSC, including five permanent members with veto power, can become paralysed when major powers disagree.
  • Veto Politics: Repeated use of the veto can prevent collective action on major international crises and generate concerns about the effectiveness of the Council.
  • General Assembly Response: Resolution A/RES/76/262, adopted in 2022, created a standing mandate for the General Assembly to meet within 10 working days after a Security Council veto to discuss the veto and its implications.
  • Representation Gap: The composition of the Security Council does not fully reflect the contemporary distribution of population, economic weight and geopolitical importance.

Governance and Accountability Challenges

  • Oversight Deficit: Concerns over procurement, administration and organisational accountability can affect perceptions of institutional credibility.
  • Peacekeeping Misconduct: Allegations of sexual exploitation and abuse by UN personnel have created serious accountability challenges. The UN has subsequently strengthened reporting, investigation and disciplinary mechanisms.
  • Procurement Risks: UN oversight bodies have identified weaknesses in procurement controls in individual missions, demonstrating the need for risk-based auditing and stronger internal oversight.
  • Accountability Principle: Institutional legitimacy depends not merely on rules but on effective enforcement, transparency and responsibility.

Financial and Political Constraints

  • Resource Dependence: The UN system depends heavily on contributions from Member States, creating challenges in maintaining predictable and adequate financing.
  • Donor Influence: Financial dependence can generate concerns about the influence of powerful contributors over institutional priorities.
  • Bureaucratic Risk Aversion: Complex funding and political environments can make international institutions slow to respond to emerging crises.
  • Reform Challenge: Greater financial independence requires balancing Member State control, accountability and institutional effectiveness.

Way Forward

  • Reform the Security Council: Make representation more reflective of the contemporary international system, including greater representation for Africa, Asia and Latin America.
  • Improve Veto Transparency: Strengthen mechanisms that require greater explanation and accountability for veto use.
  • Strengthen Oversight: Improve auditing, procurement systems, whistle-blower protection and accountability mechanisms.
  • Deepen Global South Participation: Increase representation of developing countries in leadership, staffing and decision-making structures.
  • Decentralise Peacebuilding: Give greater space to regional organisations, local institutions and civil society in conflict prevention and peacebuilding.
  • Deliver Results: Rebuild trust through transparency, accountability, equal application of international law and measurable outcomes, principles also highlighted by the President of the 81st UNGA session.

Conclusion

The challenge before the UN is not simply institutional survival but restoring credibility through representation, accountability and results. A more effective UN would require both structural reform and improved delivery on the ground.
