Context: India is emerging as a major AI user and application hub, but dependence on foreign frontier models, GPUs and advanced computing infrastructure raises concerns over technological dependence and digital sovereignty

India’s AI Capability Gap

  • Frontier Models: Frontier AI models represent the most advanced systems that push the boundaries of AI capabilities, reasoning and scientific applications.
  • Foundation Models: These serve as the core computational base on which multiple downstream applications and AI services can be developed.
  • Computing Constraints: India faces a major shortage of Graphics Processing Units (GPUs), computing power and large-scale infrastructure required to train competitive frontier models.
  • Resource Gap: India’s AI Mission has sought to create shared computing capacity, but its available GPU resources remain substantially smaller than those accessible to leading global AI laboratories.

The Real Constraint- Compute and Data

  • Scaling Laws: AI performance generally improves with greater access to computational resources, high-quality data and model scale, making infrastructure a critical determinant of capability.
  • GPU Deficit: Training sophisticated frontier models requires enormous amounts of specialised computing infrastructure that remains expensive and globally concentrated.
  • Infrastructure Concentration: India’s challenge is therefore not simply a shortage of AI talent but the limited availability of large-scale, affordable compute.
  • Catch-Up Potential: AI technologies are increasingly supported by publicly available research and open-weight models, providing countries such as India an opportunity to accelerate capability-building.

Data Centres and the Compute Economy

  • Foreign Investment: Large multinational companies are establishing data centres in India, creating opportunities for digital infrastructure and investment.

  • Resource Intensity: Data centres require substantial electricity and water, creating environmental and resource pressures for host regions.

Way Forward

  • Frontier Capability: India should simultaneously strengthen frontier-model research and application-layer innovation, rather than choosing between the two.
  • Compute Sovereignty: Expand affordable access to GPUs and high-performance computing for start-ups, academia and strategic institutions.
  • Indigenous Ecosystem: Link the IndiaAI Mission with semiconductors, data infrastructure, research funding and skilled human capital.
  • Responsible Infrastructure: Make large data-centre investments conditional on appropriate environmental, resource-efficiency and domestic capability-building requirements.
