India’s Defence Self-Reliance: Strategic Autonomy, Technology and Global Supply Chains

Context: India has substantially increased domestic defence production and exports, yet significant dependence on foreign technologies and components remains. This creates a key policy paradox: strategic autonomy requires self-reliance, but complete autarky is neither feasible nor economically efficient.

Strategic Autonomy and Defence Dependence

  • Strategic Autonomy: Dependence on foreign suppliers for critical weapons, spare parts, maintenance and technologies can constrain India’s ability to take independent strategic and foreign-policy decisions.
  • Rising Defence Production: India has expanded indigenous defence production and defence exports significantly over the past decade, reflecting the impact of Make in India and Atmanirbhar Bharat.
  • Persistent Import Dependence: Despite rising domestic production, India continues to rely on foreign sources for several critical platforms, engines, components and technologies.
  • Core Paradox: The objective is not simply to produce more weapons domestically but to build strategic capabilities that reduce vulnerabilities in critical areas.

The Paradox of Defence Self-Reliance

  • Autarky vs Self-Reliance: Autarky implies complete self-sufficiency, whereas practical defence self-reliance requires selectively developing capabilities that are strategically important.
  • Cost Hierarchy: Defence capability can be acquired through leasing, direct procurement, technology transfer, co-production and indigenous development, with increasing levels of technological ownership generally requiring greater time and investment.
  • Time–Cost Trade-Off: Indigenous development may strengthen long-term capability but can involve high R&D costs, prolonged development cycles and technological risks.
  • Global Reality: Even technologically advanced defence economies remain integrated with international defence supply chains and do not manufacture every component domestically.

Critical Technologies and the Tejas Example

  • Identify the Essential Core: India should prioritise technologies that provide a decisive operational or strategic advantage, rather than attempting to manufacture every component.
  • Tejas Ecosystem: The Light Combat Aircraft (LCA) Tejas demonstrates the gradual development of indigenous design and systems capabilities alongside dependence on selected foreign components.
  • Software Capability: Indigenous development of critical systems such as the digital flight-control system illustrates how technological ownership can extend beyond physical hardware.
  • Technology Sovereignty: The long-term objective should be ownership of design, software, systems integration, testing and critical technologies, even where selected components are globally sourced.

Key Challenges

  • Critical Component Dependence: Dependence on imported engines, specialised materials, sensors and other components can create vulnerabilities.
  • Technology Gaps: Advanced areas such as aero-engines, propulsion, semiconductors, specialised materials and certain electronic systems require deeper domestic R&D.
  • Long Development Cycles: Delays in defence projects can increase cost overruns and capability gaps.
  • Fragmented R&D: Stronger coordination is required between DRDO, armed forces, public-sector enterprises, private industry, start-ups and academia.
  • Global Supply-Chain Risks: Excessive dependence on a single foreign supplier can expose India to sanctions, export restrictions and supply disruptions.

Way Forward

  • Adopt Selective Self-Reliance: Focus domestic resources on critical technologies and components that directly affect strategic autonomy.
  • Strengthen Defence R&D: Increase collaboration among DRDO, universities, start-ups and private industry.
  • Improve Project Management: Establish realistic timelines, accountability mechanisms and early course correction or project termination where necessary.
  • Integrate with Global Supply Chains: India should become both a producer and supplier within international defence value chains rather than pursuing isolation.
  • Promote Technology Partnerships: Use joint ventures, technology transfer and co-development to accelerate capability creation.
  • Build Domestic Ecosystems: Develop capabilities across design, components, testing, maintenance, repair and overhaul (MRO), and systems integration.

Conclusion

India’s defence objective should move from “manufacturing everything domestically” to “controlling the technologies that matter strategically.” Sustainable self-reliance therefore requires a combination of indigenous critical capabilities, global supply-chain integration and effective project management.
